Im Sommer 2007 geriet die gesamte Finanzwelt in schwere Turbulenzen. Was zun chst nur wie eine problematische Entwicklung auf dem amerikanischen Hypothekenmarkt aussah, entwickelte sich innerhalb k rzester Zeit zu einer Krise, die sich ber den gesamten Globus ausbreitete. Diese Krise brachte dabei nicht nur zahlreiche Finanzinstitute in Amerika und Europa in Bedr ngnis, sondern f hrte auch zum Einschreiten der Notenbanken, mit dem Ziel die Funktionalit t der internationalen Finanzm rkte aufrecht zu erhalten. Die Krise droht nun auch auf die Realwirtschaft berzugreifen und zumindest in den Vereinigten Staaten die konjunkturelle Entwicklung erheblich abzuk hlen. Bei genauerer Betrachtung wird deutlich, dass die Ursachen f r diese Entwicklung u erst komplex sind. Im Grunde handelte es sich um eine Reihe einzelner Krisen, die sich gegenseitig bedingten und verst rkten. Die Subprimekrise auf dem amerikanischen Hypothekenmarkt war der Funke, der die Finanzmarktkrise zum Ausbrechen brachte. Die Bildung der Immobilienblase war jedoch erst durch g nstige makro konomische Voraussetzungen in den Vereinigten Staaten, sowie das Instrument der Verbriefung m glich, mit Hilfe derer die Banken immer mehr Kredite vergeben konnten, um diese weltweit auf den internationalen Finanzm rkten zu verteilen. Durch das Zusammenbrechen des amerikanischen Immobilienmarktes entstanden den Banken aus den Verbriefungsprodukten hohen Verluste. Hierdurch kamen einige Banken in Liquidit tsschwierigkeiten, wodurch eine Vertrauenskrise zwischen den Banken entstand, die die Funktionsf higkeit der Geldm rkte zum Erliegen brachte. Obwohl fast t glich in allen wichtigen Nachrichtenmagazinen ber die Krise berichtet wird, gibt es auf Grund der Aktualit t bisher nur wenig Literatur, die sich systematisch mit dem Thema besch ftigt. Das vorliegende Buch soll dem Leser dabei helfen einen berblick ber die verschiedenen Sachverhalte, die zur Entstehung der Krise f hrten, und ber deren Auswirkungen zu gewinne

There is much confusion about what shadow banking is. Some equate it with securitization, others with non-traditional bank activities, and yet others with non-bank lending. Regardless, most think of shadow banking as activities that can create systemic risk. This paper proposes to describe shadow banking as “all financial activities, except traditional banking, which require a private or public backstop to operate”. Backstops can come in the form of franchise value of a bank or insurance company, or in the form of a government guarantee. The need for a backstop is in our view a crucial feature of shadow banking, which distinguishes it from the “usual” intermediated capital market activities, such as custodians, hedge funds, leasing companies, etc.

State-owned banks may help to soften the financing constraints of public sector entities and consequently become a factor that hampers fiscal discipline. Using a panel dataset, we find that a larger presence of state-owned banks in the banking system is associated with more credit to the public sector, larger fiscal deficits, higher public debt ratios, and the crowding out of credit to the private sector. These results suggest that the lending practices of state-owned banks should be carefully assessed in any strategy to pursue fiscal discipline.
