The first book in a planned series dealing with the social structure of the European colonial services in Africa, this volume examines Germany's military and administrative personnel in the colonies of German East Africa, South-West Africa, Cameroun, and Togo: their performance on the scene, their educational and class background, their ideology, their continuing ties with the homeland, and their subsequent careers. Although the African colonies played a negligible part in German trade and foreign investment, they were profoundly affected by thirty years of German rule. Brutal and overbearing though many German administrators were, they had substantial achievements to their credit. Among other things, they introduced European technology, medicine, and education in their colonies, and they laid the groundwork for today's states by establishing firm geographic boundaries and building an infrastructure of ports, roads, and railways.

The Herero-German war led to the destruction of Herero society in all of its pre-war facets. Yet Herero society re-emerged, re-organizing itself around the structures and beliefs of the German colonial army and Rhenish missionary activity. Taking advantage of the South African invasion of Namibia in World War I the Herero established themselves in areas of their own choosing. The effective re-occupation of land by the Herero forced the new colonial state, anxious to maintain peace and cut costs, to come to terms with the existence of Herero society. The study ends in 1923 when the death and funeral of Samuel Maherero - first paramount of the Herero and then resistance leader - the catalyst that brought the disparate groups of Herero together to establish a single unitary Herero identity. Germany’s overseas colonial empire was relatively short lived, lasting from 1884 to 1918. During this period, dramatically different policies were enacted in the colonies: in Southwest Africa, German troops carried out a brutal slaughter of the Herero people; in Samoa, authorities pursued a paternalistic defense of native culture; in Qingdao, China, policy veered between harsh racism and cultural exchange. Why did the same colonizing power act in such differing ways? In The Devil’s Handwriting, George Steinmetz tackles this question through a brilliant cross-cultural analysis of German colonialism, leading to a new conceptualization of the colonial state and postcolonial theory. Steinmetz uncovers the roots of colonial behavior in precolonial European ethnographies, where the Hereros were portrayed as cruel and inhuman, the Samoans were idealized as “noble savages,” and depictions of Chinese culture were mixed. The study of modern racism has tended to treat anti-Semitism and anti-black racism as separate and unconnected phenomena. This innovative study argues that a full understanding of the origins and development of racism in Europe after 1870 needs to examine the structure and interrelationships between the two dominant forms of prejudice. Contrary to expectation. anti-black racism was not confined to the colonial maritime nations of western Europe, but pepetrated even the rural societies of central and eastern Europe. Likewise, anti-Semitism could flourish even in the almost total absence of Jews. MacMaster explores the conditions under which modern political movements, faced with the crisis of modernity, began to draw upon and mobilise the negative stereotypes that, through the development of the mass media, had become almost universal features of popular culture. By weaving together the changing spatial and temporal dimensions of anti-Semitic and anti-black prejudice the study provides a fresh and more global framework for understanding modern racism.

Crawford Young proposes a new conception of the state, weighing the different characteristics of earlier European empires (including those of Holland, Portugal, England, and Venice) and distilling their common qualities. He then presents a concise and wide-ranging history of colonization in Africa, from the era of construction through consolidation and decolonization. Young argues that several qualities combined to make the European colonial experience in Africa distinctive. The high number of nations competing for power around the continent and the necessity to achieve effective occupation swiftly yet make the colonies self-financing drove colonial powers toward policies of "ruthless extractive action." The persistent, virulent racism that established a distance between rulers and subjects was especially central to African colonial history. Why does the welfare state develop so unevenly across countries, regions, and localities? What accounts for the exclusions and disciplinary features of social programs? How are elite and popular conceptions of social reality related to welfare policies? George Steinmetz approaches these and other issues by exploring the complex origins and development of local and national social policies in nineteenth-century Germany. Generally regarded as the birthplace of the modern welfare state, Germany experimented with a wide variety of social programs before 1914, including the national social insurance legislation of the 1880s, the "Elberfeld" system of poor relief, protocorporatist policies, and modern forms of social work. Imperial Germany offers a particularly useful context in which to compare different programs at various levels of government. Looking at changes in welfare policy over the course of the nineteenth century, differences between state and municipal interventions, and intercity variations in policy, Steinmetz develops an account that focuses on the specific constraints on local and national policymakers and the different ways of imagining the "social question." Whereas certain aspects of the pre-1914 welfare state reinforced social divisions and even foreshadowed aspects of the Nazi regime, other dimensions actually helped to relieve sickness, poverty, and unemployment. Steinmetz explores the conditions that led to both the positive and the objectionable features of social policy. The explanation draws on statist, Marxist, and social democratic perspectives and on theories of gender and culture.
