Exportüberschüsse schaffen Arbeit und sind Zeichen für eine erfolgreiche Wirtschaft, heißt es auf der einen Seite. Importüberschüsse haben den Griechen erst zu einem Luxusleben verholfen und sie dann in eine Schuldenkrise gebracht, heißt es auf der anderen Seite. Wie passt das zusammen? Nicht der Handel, wohl aber die Handelsbilanzen sind immer ein Nullsummenspiel – schließlich sind die Exporte der einen die Importe der anderen. Weisen bestimmte Länder dauerhafte Überschüsse oder Defizite auf, spricht man von globalen Ungleichgewichten. Inwiefern beeinflussen sie den Wohlstand einzelner Nationen und sind sie gar eine Gefahr für die Stabilität der Weltwirtschaft? Diese Studie widmet sich diesen hochaktuellen Fragen. Im Kern geht es um die Verschuldungskrise ganzer Volkswirtschaften: Ausländisches Kapital dient nur in der Theorie der Erhöhung produktiver Investitionen. Tatsächlich bilden sich immer wieder Konsum- und Immobilienblasen, die von einer hohen Staatsverschuldung begleitet sein können, aber nicht müssen. Die Probleme verschärfen sich in einer Welt realwirtschaftlich falscher Wechselkurse, die weder Inflationsdifferenzen noch Leistungsbilanzsalden ausgleichen: Sei es, weil der Wechselkurs abgeschafft wurde (Eurozone), einer Manipulation ausgesetzt ist (China) oder ein ungerechtes Weltwährungssystem einzelnen Akteuren Privilegien verschafft (USA). Aus diesem Grunde werden nicht nur die Sinnhaftigkeit von Handels- bzw. Leistungsbilanzsalden überprüft, sondern auch die Wirkungen von Auf- und Abwertungen erläutert. Es zeigen sich beispielsweise Effekte, die für Deutschland eine Aufwertung als wohlfahrtsökonomisch sinnvoll werden lassen. Und man beginnt zu verstehen, dass eine äußere und innere Abwertung keine Äquivalente sind, sondern zu Inflation bzw. Depression führen. Insofern verwundert es nicht, wenn der Erhalt des Euro die wirtschaftlichen Probleme in der Südperipherie weiter verschärft. Ferner werden die Zusammenhänge zwischen staatlicher Verschuldung und der Leistungsbilanz aufgezeigt. Im außenwirtschaftlichen Sinne ist Staatsverschuldung immer dann unproblematisch, wenn der Privatsektor entsprechende Überschüsse aufweist. Wirkt sich Staatsverschuldung auf die privaten Ersparnisse aus und ändern sich die internationalen Kapitalströme? Dieses Buch gibt auch hierzu Antworten, ohne komplexe Modelle zu benutzen. Wer etwas zu den Hintergründen der Eurokrise erfahren möchte, deutsche Exportüberschüsse kritisch hinterfragt oder die amerikanische Verschuldung begreifen möchte, dem sei diese wissenschaftliche Durchdringung empfohlen.

Patient mobility across Europe is markedly increasing and new generations will actively ask to be treated by the health-care system that best meets their needs. At a political level, the EU issued the EU Directive no. 24/2011/CE of 9th March 2011 concerning the application of patients’ rights in cross-border health care and has contributed to improving the level of freedom of choice for the European citizen, but it does not seem to have increased actual patient mobility across Europe.
