Excerpt: Thaksin Shinawatra (Thai pronunciation: born 26 July 1949) is a Thai businessman and politician, who was Prime Minister of Thailand from 2001 to 2006, when he was overthrown in a military coup. Thaksin founded Advanced Info Service, Thailand's most successful mobile phone operator, and became a billionaire. Thaksin entered politics in 1994 under Phalang Dharma Party, left the party along with many of its MPs in 1996, and founded the populist Thai Rak Thai (TRT) party in 1998. After a historic election victory in 2001, he became prime minister, the country's first to serve a full term. Thaksin introduced a range of policies to alleviate rural poverty; highly popular, they helped reduce poverty by half in four years. He launched the country's first universal healthcare program, the 30-baht scheme, as well as a highly popular drug suppression campaign. Thaksin embarked on a massive program of infrastructure investment, including roads, public transit, and Suvarnabhumi Airport. Nevertheless, public sector debt fell from 57% of GDP in January 2001 to 41% in September 2006. Levels of corruption were perceived to have fallen, with Transparency International's Corruption Perceptions Index improving from 3.2 to 3.8 between 2001 and 2005. The Thai Rak Thai party won an unprecedented landslide in the 2005 general election, which had the highest voter turnout in Thai history. The Shinawatra government faced allegations of corruption, authoritarianism, treason, conflicts of interest, acting non-diplomatically, and muzzling of the press. Democracy in Thailand is the result of a complex interplay of traditional and foreign attitudes. Although democratic institutions have been imported, participation in politics is deeply rooted in Thai village society. A contrasting strand of authoritarianism is present not only in the traditional culture of the royal court but also in the centralized bureaucracies and powerful armed services borrowed from the West. Both attitudes have helped to shape Thai democracy's specific character. This topical volume explores the importance of culture and the roles played by leadership, class, and gender in the making of Thai democracy. James Ockey describes changing patterns of leadership at all levels of society, from the cabinet to the urban middle class to the countryside, and suggests that such changes are appropriate to democratic government--despite the continuing manipulation of authoritarian patterns. He examines the institutions of democratic government, especially the political parties that link voters to the parliament. Political factions and the provincial notables that lead them are given careful attention. The failure to fully integrate the lower classes into the democratic system, Ockey argues, has been the underlying cause of many of the flaws of Thai democracy. Female political leadership, another imported notion, is better represented in urban rather than rural areas. Yet gender relations in villages were more equitable than at court, Ockey suggests, and these attitudes have persisted to this day. Successful women politicians from a variety of backgrounds have begun to overcome stereotypes associated with female leadership although barriers remain. With its wide-ranging analysis of Thai politics over the last three decades, Making Democracy is an important resource for both students and specialists.

That is the issue that caught my imagination and attracted me to teach and research in Thailand in 1964 and it has caught my constant attention over the years to the processes that were applied to help that nation develop. the International Bank for Reconstruction and Development (World Bank) financing of the Bhumipol (Yanhee) Dam at Tak in Northwest Thailand as a study of how corruption can be eliminated in development is to vital a testament of "how to control corruption" that it must be told! Yes, it is possible to eliminate corruption! But it takes patience and determination on the part of the financing agency and administrators! It takes time! Yet once achieved the citizens have pride in its integrity! By 1972-3 Thailand had developed more than a dozen colleges and universities and finally the Ministry of Education permitted the establishment of a private college with the founding of Bangkok College. discussions began for the founding of a Christian college and in 1974 Payap college was founded in Chiang Mai with 204 students. Private colleges operated as tuition charging institutions and manages to grow rapidly. In 1985 Payap College was able to meet the requirement of the Ministry for certification as the first private University in Thailand. Today that Payap University enrolls nearly 8,000 students in more than 24 different degree programs. As these processes of development and educational advancement have been going on in Thailand political development has also been maturing. Where since 1932, Thailand has been known as a "Land of the Coups" there has been change when for example a prime minister has decided to "resign" rather than waiting to be couped; and after a particularly violent coup in 1991, the coupmakers are shown on TV in the monarch's presence. Generals do not enjoy being embarrassed and are now significantly more restrained. When an election can be peacefully conducted and a woman elected prime minister, politics has made real progress! Even so, as Thailand floods, the political infighting is becoming vicious and we hold our breath and pray that the generals restrain!
