Als am 9. Mai 1945 durch die Kapitulation des Deutschen Reiches der Zweite Weltkrieg nach 6 Jahren endete, sollte eine Zeit der politischen Umw„lzung auf deutschem Boden beginnen. Durch die besonderen Umst„nde, welche sich nach dem Krieg im besetzten Ostdeutschland abzeichneten und schlieálich in der Grndung der Deutschen Demokratischen Republik mndeten, gab es st„dtebauliche Entwicklungen, die in Westdeutschland nicht vorzufinden sind, und die sich von den dort vorgenommenen Planungen stark unterscheiden. Ziel des ersten Teils des vorliegenden Buches ist es, diese Umst„nde n„her zu erl„utern und zu bewerten. Dazu soll der Zeitraum von 1945, also unmittelbar nach Kriegsende, bis zur Deutschen Einheit 1990 untersucht werden. Dafr ist es unumg„nglich, sich mit der Grndungsgeschichte der DDR, der zentralen Stadtplanung und den "Sechzehn Grunds„tzen des St„dtebaus" auseinanderzusetzen. Zus„tzlich gibt es im Zusammenhang mit der Problematik des Wohnungsbaus in der DDR einen Exkurs zu den eingesetzten Typen der Plattenbauten und dem dahinter stehenden sozialistischen Grundgedanken. Die Grnde fr den Aufbau der sozialistischen Arbeiterstadt Halle-Neustadt mit den sozialistischen Idealvorstellungen sollen im zweiten Teil analysiert werden. Des Weiteren wird n„her auf die Entwicklung der Stadt und die wachsenden Probleme eingegangen. Dieser Abschnitt der Studie wird sich vor allem auf den zeitlichen Rahmen vom Beginn der Planungen zu Halle-Neustadt ab Ende der 1950er Jahre bis zum Zusammenbruch der DDR beschr„nken. Im dritten und letzten Teil der Untersuchung wird schlieálich die Problematik der schrumpfenden St„dte in Ostdeutschland nach 1990 angesprochen. Hierbei m”chte ich im Besonderen auf die damit entstandenen Probleme in Halle-Neustadt und die Versuche der Stadt Halle eingehen, diesem Bev”lkerungsrckgang entgegen zu wirken.
