Der ad quate Umgang mit diesem Ph nomen stellt sowohl f r politische Entscheidungstr ger als auch milit rische Befehlshaber auf operativer, rechtlicher und moralischer Ebene eine Herausforderung dar. Private Milit rfirmen, die im Auftrag und Namen eines Staates operieren, genie en teilweise selbst im Falle gravierender Menschenrechtsverletzungen Immunit t vor der Strafverfolgung im Einsatzland. Sie betreffende Regularien existieren zwar in begrenztem Umfang, tragen der Massivit t und Intensit t ihres Auftretens jedoch nur eingeschr nkt Rechnung.
