Democracy is venerated in US political culture, in part because it is our democracy. As a result, we assume that the government and institutions of the United States represent the true and right form of democracy, needed by all. This volume challenges this commonplace belief by putting US politics in the context of the Americas more broadly. Seeking to cultivate conversations among and between the hemispheres, this collection examines local political rhetorics across the Americas. The contributors—scholars of communication from both North and South America—recognize democratic ideals as irreducible to a single national perspective and reflect on the ways social minorities in the Western Hemisphere engage in unique political discourses. The essays consider current rhetorics in the United States on American exceptionalism, immigration, citizenship, and land rights alongside current cultural and political events in Latin America, such as corruption in Guatemala, women’s activism in Ciudad Juárez, representation in Venezuela, and media bias in Brazil. Through a survey of these rhetorics, this volume provides a broad analysis of democracy. It highlights institutional and cultural differences in the Americas and presents a hemispheric democracy that is both more pluralistic and more agonistic than what is believed about the system in the United States. This book responds to the failures of human rights—the way its institutions and norms reproduce geopolitical imbalances and social exclusions—through an analysis of how literary and visual culture can make visible human rights claims that are foreclosed in official discourses. Moore draws on theories of vulnerability, precarity, and dispossession to argue for the necessity of recognizing the embodied and material contexts of human rights subjects. At the same time, she demonstrates how these theories run the risk of reproducing the structural imbalances that lie at the core of critiques of human rights. Pairing conventional human rights genres—legal instruments, human rights reports, reportage, and humanitarian campaigns—with literary and visual culture, Moore develops a transnational feminist reading praxis of five sites of rights and their violation over the past fifty years: UN human rights instruments and child soldiers in Nigerian literature; human rights reporting and novels that address state-sponsored ethnocide in Zimbabwe; the international humanitarian campaigns and disaster capitalism in fiction of Bhopal, India; the work of Médecins Sans Frontières in the Sahel, Afghanistan, Democratic Republic of Congo, and Burma as represented in various media campaigns and in photo/graphic narratives; and, finally, the human rights campaigns, fiction, and film that have brought Indonesia’s history of anti-leftist violence into contemporary public debate. These case studies underscore how human rights norms are always subject to conditions of imaginative representation, and how literature and visual culture participate in that cultural imaginary. Expanding feminist theories of embodied and imposed vulnerability, Moore demonstrates the importance of situating human rights violations not only in the context of neo-liberal development policies but also in relation to the growth of security networks that serve the nation-state often at the expense of the security of specific subjects and populations. In place of conventional victims and agents, the intersection of vulnerability and human rights opens up readings of human rights claims and suffering that are, at once, embodied and shareable, yet which run the risk of cooptation by security rhetoric.

After World War II, an unprecedented age of global development began. The formation of the World Bank and the International Monetary Fund allowed war torn and poverty stricken nations to become willing debtors in their desire to entice Western investment and trade. New capital, it was foretold, would pave the way to political and economic stability, and the benefits would “trickle down” to even the poorest citizens. The hyperbole of this neocolonialism, however, has left many of these countries with nothing but compounded debt and unfulfilled promises. The Megarhetorics of Global Development examines rhetorical strategies used by multinational corporations, NGOs, governments, banks, and others to further their own economic, political, or technological agendas. These wide-ranging case studies employ rhetorical theory, globalization scholarship, and analysis of cultural and historical dynamics to offer in-depth critiques of development practices and their material effects. By deconstructing megarhetorics, at both the local and global level, and following their paths of mobilization and diffusion, the concepts of “progress” and “growth” can be reevaluated, with the end goal of encouraging self-sustaining and ethical outcomes.
