In the period of State Socialism in Eastern Europe (1945- 1989) Social Welfare was exercised on two levels: The dominant level was the system of governmental Social Policy, because individual and private structures of so - cial help were considered as a dispensable bourgeois tradition. According to this perception, social welfare should include an extensive system of support and social services, although, in reality, special groups of ́ ́asocials ́ ́ and ́ ́parasites ́ ́ were excluded. Although - except for Yugoslavia - social work as a profession was nearly totally eliminated, modulated forms of social care had to be provided, because people like handicapped, elderly or mentally disabled still were in need. There - fore, Social Care was realised on a subordinated level - mostly allocated to proximate vocations or organisations like teachers, nurses and mass organisations. Parallel zu Stagnation und Verfall der DDR in den 1980er Jahren bildete sich über mehrere Stadien eine rechtsradikale Bewegung heraus. Sie nährte sich aus einen deutsch-völkischen Grundverständnis der DDR-Bevölkerung ebenso wie aus einer diktatorisch-autoritäten Wertstruktur des politischen Systems. Das strukturelle Erleben von stalinistisch geformter Unfreiheit im Alltag sowie die materiell-ökonomischen Bedarfs-Ziel-Spannungen verschärften die Sinnsuche und den Drang nach einer autoritär antikommunistischen Umwälzung. Die Demokratie des Westens bot für derartige autoritäre Lösungen keine Anreize, weil sie den abgelehnten Multikulturalismus vertrat. In einer Metamorphose entfaltete sich in der Gesellschaft spontan eine dafür tragfähige ideologische und sozial-organisatorische Struktur. 1990 gerieten diese Kräfte in Freiheit und in rassistisch-nationalrevolutionäre Euphorie, nachdem sie besonders gewalthaft in einer militant angelegten kleinteil zelebrierten Spirale verbunden mit aggressiver Identitätsbehauptung gegen das kommunistische System und alles "Undeutsche" (Ausländer, Linke, Juden, Schwule, Asoziale, Punks und andere Identitätskonturrenten) im öffentlichen Raum vorgegangen waren. 1990 standen allgegenwärtig in der DDR verschieden radikalisierte, auf kleinen Gruppen basierende Netzwerke zur Verfügung die auch terroristische Fähigkeiten aufgebaut hatten und eine eminente Sogwirkung auf die Jugend entfalten konnten. Das politisch-administrative DDR-System verstand das politische Wesen der Prozesse nicht und reagierte insgesamt hilflos. Der ohnehin aufgesetzte Antifaschismus - als eine Propagandaseite der Diktatur - versagte auf der ganzen Linie. Kräfte der demokratischen Opposition und einzelne Vertreter der Macht in der DDR erkannten die Gefahr zu einem Teil, könnten aber angesichts der Repression der Staatssicherheit keine Wirksamkeit entfalten. Die Bundesrepublik Deutschland verfügte über keine eigene Analyse. Der demokratische Staat reagierte auf die Entwicklung nach 1990 inadäquat.

Mit der Einführung des ersten Strafgesetzbuches der DDR im Jahr 1968 galten Prostituierte nach Paragraph 249 als ›Asoziale‹ und konnten strafrechtlich verfolgt werden – ein Schritt zur Umsetzung ideologischer Ansprüche durch die staatliche Führung und zur moralischen Abgrenzung von der Bundesrepublik. Die Untersuchung von Steffi Brüning zeigt die vielfältigen Facetten von Prostitution in der DDR auf. Im Fokus stehen staatliche Eingriffsversuche wie strafrechtliche Verurteilungen, vor allem aber die Disziplinierungsversuche durch die lokalen Verwaltungen und das Gesundheitswesen. Neben repressiven Maßnahmen ist auch eine Unterstützung von Prostitution durch das Ministerium für Staatssicherheit und die Abteilung 1 der Kriminalpolizei nachweisbar. Sexuell freizügige Frauen und Prostituierte kamen unter anderem als ›Honigfallen‹ zum Einsatz, die auf ›operativ-interessante‹ Personen angesetzt wurden. Prostituierte standen somit zwischen teilweise konkurrierenden staatlichen Akteuren und etablierten vielfältige Handlungsstrategien, um sich innerhalb des Systems DDR zu bewegen.

Culture from the Slums explores the history of punk rock in East and West Germany during the 1970s and 1980s. These decades witnessed an explosion of alternative culture across divided Germany, and punk was a critical constituent of this movement. For young Germans at the time, punk appealed to those gravitating towards cultural experimentation rooted in notions of authenticity-endeavors considered to be more 'real' and 'genuine.' Adopting musical subculture from abroad and rearticulating the genre locally, punk gave individuals uncomfortable with their societies the opportunity to create alternative worlds. Examining how youths mobilized music to build alternative communities and identities during the Cold War, Culture from the Slums details how punk became the site of historical change during this era: in the West, concerning national identity, commercialism, and politicization; while in the East, over repression, resistance, and collaboration. But on either side of the Iron Curtain, punks' struggles for individuality and independence forced their societies to come to terms with their political, social, and aesthetic challenges, confrontations which pluralized both states, a surprising similarity connecting democratic, capitalist West Germany with socialist, authoritarian East Germany. In this manner, Culture from the Slums suggests that the ideas, practices, and communities which youths called into being transformed both German societies along more diverse and ultimately democratic lines. Using a wealth of previously untapped archival documentation, this study reorients German and European history during this period by integrating alternative culture and music subculture into broader narratives of postwar inquiry and explains how punk rock shaped divided Germany in the 1970s and 1980s.

Gegenstand der Arbeit ist das zeitgenössisch als «Asozialität» bezeichnete Phänomen sozial unangepaßten Verhaltens in der DDR. Den Schwerpunkt der chronologisch aufgebauten, im wesentlichen auf Archivmaterial gestützten Untersuchung bilden Entstehungsgeschichte, Inhalt und Anwendung der rechtlichen Regelungen, mit denen der Staat solche Verhaltensweisen zu definieren und den Umgang mit ihnen festzulegen suchte. Zentrale Bedeutung kommt dabei dem 1968 geschaffenen Straftatbestand des § 249 StGB-DDR zu, der bis zum Ende der SED-Diktatur das Hauptinstrument des von Repression geprägten staatlichen Umgangs mit «asozialem Verhalten» darstellte. Vorläufer und flankierende Normen werden ebenfalls eingehend analysiert.

Auch in der DDR formierte sich zu Beginn der 1980er-Jahre eine Punkszene, die zwar klein, jedoch weder zu übersehen noch zu überhören war. Exponierte Vertreter und Bands dieser Szene wurden von der Mehrheitsgesellschaft abgelehnt, aus dem staatlich organisierten Kulturbetrieb ausgegrenzt und durch den Sicherheitsapparat kriminalisiert. Doch im Gegensatz zu diesen Repressionen gegen die Punkkultur in der ersten Hälfte der 1980er-Jahre vermittelt die zweite Hälfte der Dekade ein anderes Bild: Ehemals verfemte Musiker waren nun im Staatsfunk zu hören, wurden von der Freien Deutschen Jugend (FDJ) gefördert und unter dem Rubrum >die anderen Bands Florian Lipp schloss sein Studium an der Universität Hamburg in Systematischer und Historischer Musikwissenschaft sowie Osteuropastudien mit dem Magister Artium ab. Seine Dissertation zu Punk und New Wave in der DDR wurde von der Gerda Henkel Stiftung mit einem Promotionsstipendium gefördert. Florian Lipp lebt und arbeitet in Berlin.

What was life really like for East Germans, effectively imprisoned behind the Iron Curtain? The headline stories of Cold War spies and surveillance by the secret police, of political repression and corruption, do not tell the whole story. After the unification of Germany in 1990 many East Germans remembered their lives as interesting, varied, and full of educational, career, and leisure opportunities: in many ways “perfectly ordinary lives.” Using the rich resources of the newly-opened GDR archives, Mary Fulbrook investigates these conflicting narratives. She explores the transformation of East German society from the ruins of Hitler's Third Reich to a modernizing industrial state. She examines changing conceptions of normality within an authoritarian political system, and provides extraordinary insights into the ways in which individuals perceived their rights and actively sought to shape their own lives. Replacing the simplistic black-and-white concept of “totalitarianism” by the notion of a “participatory dictatorship,” this book seeks to reinstate the East German people as actors in their own history.
