In this book, the editors, with 25 notable contributors, expand the knowledge of crisis management, focusing on case studies of high-profile events that have occurred in recent history. Part One of the text aims at theoretical development through empirical case studies and also postulates a crisis typology and charts specific theoretical and administrative challenges. The 'case bank,' which comprises the bulk of the book, is presented in four additional sections. The first deals with the development of crises and compares the infamous Watts riots with the 1992 L.A. riots. It also analyzes the fragmented and complex international environment that allowed the 'safe area' in Bosnia to be overrun by Bosnian Serbs in 1995. The final chapter chronicles the incredible human costs of mismanaged crisis in the Rwanda massacres in 1994. The second section explores the many decisional dilemmas that confront crisis managers. The final section shifts focus to future scenarios such as speculative information technology disasters, potentially devastating viral epidemics, deteriorating environmental and societal conditions in Russia, the southwest U.S. coming water shortage, and the outlook for Japan, one of the worldÂ’s most disaster-prone countries. Summarizing the research findings of the past decade, the authors describe patterns in the paths toward crises, the dilemmas and coping mechanisms that emerge during the thick of crisis, and, very importantly, the pathways that lead away from crisis.

This authoritative study of colonialism in the Spanish empire at the end of the eighteenth century examines how the Spanish metropole attempted to preserve the links to its richest colony in the western Atlantic, New Spain (Mexico), in the face of international developments. Continuing the approach in Silver, Trade, and War and Apogee of Empire, Barbara and Stanley Stein detail Spain’s ad hoc efforts to adjust metropolitan and colonial institutions, structures, and ideology to the pressures of increased competition in the Old and New worlds. Described in a pre-publication review in the New York Times as "ambitious" and "exactly right to conclude that we need a practical renewal of the politics and ethics of the civic commonwealth," noted historian of ideas and political theorist David Selbourne takes his distance in The Free Society in Crisis from the routine thinking of right and left. Instead, he argues that free societies are under simultaneous threat from "market free choice" and "moral free choice", and sees them as two sides of the same coin. Market free choice gives free rein to market forces even when they create dangerous tensions between the haves and have-nots, and ride roughshod over communities and whole nations, while moral free choice privileges individual rights without any sense of civic responsibility and social consequence. The result of such individualism in economic and moral practice, whose history in recent decades Selbourne traces, is the malaise we find ourselves in today: a lost sense of place, identity and personal direction, as well as dismissiveness and ignorance of the lessons of the past. For today's liberty is not the freedom fought for in the French and American revolutions; it is instead the liberty of consumers and free-choosers. Reminding the reader of the aspirations and largely-forgotten writings of America's Founding Fathers, Selbourne shows how its first settlers' idea of a "true commonwealth" rested on "affections truly bent upon the common good". Today, as the democratic social order dissolves, and disapproval of the political class increases, he makes clear that liberty alone, however "progressive" it may be held to be, will not restore it, while there can be no "true commonwealth" where citizenship is seen as little more than a means of access to material benefits rather than a place of belonging. Moreover, if a civil society is to cohere, we must be citizens before we are Christians, Muslims, or Jews.

In the first half of 2003, severe acute respiratory syndrome (SARS) struck China (including Hong Kong), causing panic and claiming many lives. The unknown nature of SARS at that time also jolted the economic growth of China and Hong Kong, disrupted the social life of their citizens and created much stress and strain for their political systems and governance. Like other major crises, the management of the SARS crisis provides a good opportunity to examine the strengths and weaknesses of the political systems in China and Hong Kong. From the outset, scholars at the East Asian Institute (EAI) followed closely the unfolding of the disease in China, particularly how each of the two societies coped with this random external shock.
