L’histoire récente de l’Afrique se caractérise par la ‘révolution’ des technologies de l’information et de la communication (TIC), plus spécifiquement la téléphonie mobile qui interroge les enjeux identitaires dans les sociétés africaines. Ce livre explore la manifestation de la dynamique des TIC dans la société hadjeray au Guera, Tchad, qui a connu violences politiques, mobilité et rupture au sein des familles et aujourd’hui ‘retrouvailles’ grâce à la téléphonie mobile et aux réseaux sociaux sur Internet. L’auteur de ce livre, lui-même issu de cette société, et conscient des risques de subjectivités de travailler sur sa propre société, est parti des faits, pratiques et discours des enquêtés pour faufiler dans les dédales et méandres de la complexité des relations entre les concepts de conflit, de mobilité et de communication sur fond de dynamique identitaire. L’auteur a axé son travail sur le rôle de la communication pendant les crises, dans la mobilité et aujourd’hui dans la dynamique relationnelle née de la facilité qu’offrent les TIC, en particulier la téléphonie mobile et le réseau social Facebook très prisé par les jeunes. Il montre les appropriations réciproques entre les TIC et la population hadjeray. Ces appropriations réciproques se traduisent par l’ouverture au monde par les TIC et en même temps le repli identitaire favorisé par les TIC. The recent history of Africa is characterised by the 'revolution' in information and communication technologies (ICT), specifically in the sector of mobile telephony, which reconsiders the challenges pertaining to identity in African societies. In this book, we follow the manifestation of such dynamic forces in the Hadjeray society in Guera, Tchad, a society that has suffered a history of political violence, mobility and failures. The study shows the role of the Chadian government in the implementation of ICT and explains how government logics have amplified. Through the analysis of the changes in the economic and social spheres, occurring due to mobile telephony, we discover the identity issues that are also informed by the feeling of fear, which is part of the Chadian history of violence. However, the ways in which the Hadjeray adopt this new technology also leave them with a means to escape the logic of violence and disruption. It is mostly a dynamic force that occurs amongst the youth who, by making use of mobile networks, discover another mode of identification, between the ethnic group and the more global identity, and find through it a political voice.

A focus on the everyday has produced this ethnography, which hopes to give a nuanced voice to an extended family of semi-sedentary nomads, living at the centre of a country and region known for its political turmoil, ecological insecurities, and socio-economic hardship. The everyday of the Chadian Walad Djifir is one in which sedentarity and mobility are approached as two entwined parts of a whole, and where economic and geographical boundaries do not necessarily form constrictions. The ferīkh (nomadic camp) is where all of the Walad Djifir’s networks meet, and often also begin— a physical place embodying various networks and connections, which span time and geographical space. This analytical and methodological approach gives insight in how regional trends can be understood in light of the Walad Djifir’s daily lives. Over time, the Walad Djifir have developed ways of coping and dealing with insecurities, interacting with infrastructural, technological, and socio-political developments in specific ways. In exploring how such insecurities and crises become anchored into the everyday, the ferīkh provides answers. It is precisely the mundane elements of daily life which anchor disruption.

How do people live in a country that has experienced rebellions and state-organised repressions for decades and that is still marked by routine forms of violence and impunity? What do combatants do when they are not mobilised for war? Drawing on over ten years of fieldwork conducted in Chad, Marielle Debos explains how living by the gun has become both an acceptable form of political expression and an everyday occupation. Contrary to the popular association of violence and chaos, she shows that these fighters continue to observe rules, frontiers and hierarchies, even as their allegiances shift between rebel and government forces, and as they drift between Chad, Libya, Sudan and the Central African Republic. Going further, she explores the role of the globalised politico-military entrepreneurs and highlights the long involvement of the French military in the country. Ultimately, the book demonstrates that ending the war is not enough. The issue is ending the 'inter-war' which is maintained and reproduced by state violence. Combining ethnographic observation with in-depth theoretical analysis, Living by the Gun in Chad is a crucial contribution to our understanding of the intersections of war and peace.

Urbanization in Africa also means rapid technological change. At the turn of the 21st century, mobile telephony appeared in urban Africa. Ten years later, it covered large parts of rural Africa and – thanks to the smartphone – became the main access to the internet. This development is part of technological transformations in digitalization that are supposed to bridge the urban and the rural and will make their borders blurred. They do so through the creation of economic opportunities, the flow of information and by influencing people’s definition of self, belonging and citizenship. These changes are met with huge optimism and the message of Information and Communications Technologies for Development (ICT4D) for Africa has been one of glory and revolution. Practice, however, reveals other sides. Increasingly, academic publications show that we are facing a new form of digital divide, in which Africa is (again) at the margins. These technological transformations influence the relation between urban and rural Africa, and between ‘Africa’ and the World, and hence the field of African Studies both in its objects as well as in its forms of knowledge production and in the formulation of the problems we should study. In this lecture, Mirjam de Bruijn reflects on two decades of research experience in West and Central Africa and discusses how, for her, the field has changed. The author was forced to decolonize her thinking even further, and to enter into co-creation in knowledge production. How can these lessons be translated into a form of critical knowledge production and how does the study of technological change inform the redefinition of African Studies for the 21st century?
