En diciembre del año 2001 Argentina estaba sumida en un caos político, económico y social de tal magnitud que su desenlace era difícil de prever. El gobierno elegido dos años antes se vio obligado a renunciar ante la creciente movilización popular. En este escenario signado por la crisis económica y la deslegitimación de los partidos políticos, declarado ya el default con los organismos internacionales y en un clima de alta conflictividad social, un gobierno con dudosa legitimidad de origen, - elegida por Asamblea Legislativa-, contando con la confianza de solo un sector de la clase política y con el apoyo parcial de su propio partido, decide poner en marcha un programa social cuya magnitud en términos de cobertura llegó a superar, en pocos meses, los estándares anteriores. El plan estaba dirigido a los jefes y jefas de hogar desocupados y no se diferenció solamente por su alcance y por el monto de recursos asignados sino que presentaba otras novedades tanto en su diseño como en su modalidad de gestión.
