Who defines the landscapes around us? What practices are employed as contemporary landscapes are produced? This issue argues that landscapes are made and remade through interrelations between people and the worlds around them – from geographers investigating the lives of urban wastelands to landscape architects projecting future cities, and from migrants navigating border systems to artists working with local residents. In contrast to tendencies to emphasise the physical forms of landscapes, with their potential to be redesigned and represented in drawings, this issue brings to the forefront the social constructedness of landscapes by focusing on a range of critical practices and daily actions. As conventional frames of landscape are challenged, other ways of measuring, mapping, imagining, designing, building and occupying them are revealed. For centuries, artists and designers have represented landscapes of power in paintings and have transformed them through their design proposals. But in recent years a number of researchers, designers, artists and activists have explored an expanded field of landscape, investigating populations fleeing conflict zones, reimagining cities facing ecological challenges, questioning territorial claims, and critiquing processes of urbanisation. This volume maps out the response of states to human rights violations. It covers the period 1946-1999 and offers a complete and unmatched record for this period. Its starting point is that such responses are not established and accepted state practice. Traditional, if unwritten, norms of states' behaviour developed through centuries of silence and inaction; the prevalent reaction to human rights violations by another state remains the absence of any response. Furthermore, this book probes into evidence of active and passive complicity by reviewing aid to countries in which violations have been taking place and diplomatic initiatives undertaken to shield violators from public opprobrium. Since international law is generated through state practice, the book highlights the ongoing tussle between the pre-1946 heritage of silence and inaction and the 1946-1999 haphazard pattern of responses to violations.

NATO's air operation against Yugoslavia, undertaken with a view to helping the Kosovo Albanians resist genocide and ethnic cleansing, confronted the international community with a bitter dilemma. In Europe, the choice either to tolerate massive violations of human rights or to infringe the principle of non-use of force, given the absence of explicit authorization by the Security Council, was a challenge never before encountered since the new world order was ushered in by the Charter of the United Nations. This book, a collection of legal essays which emerged from a meeting of members of the French, German, and Polish societies of international law, not only attempts to analyze the Kosovo war from the viewpoint of humanitarian intervention based on the failure of the Rambouillet conference, but also intends to provide an overall picture of the responsibilities incumbent on the international community. Starting with the lifting of Kosovo's autonomy by the Yugoslav federal authorities in 1989/90, it follows the tragic events step by step. Not only are the crimes committed by Yugoslav military units and police as well as by the Kosovo Liberation Army listed in specific detail, an inquiry is also made into NATO's compliance with the applicable standards of humanitarian law. The book concludes with an examination of the future of the province in light of Security Council resolution 1244 of 1999 and the Stability Pact adopted to ensure economic recovery of the entire region.
