A gestão da Bacia Hidrográfica como base de planejamento para a preservação das condições de produção e conservação da água é o único caminho frente ao aumento das necessidades de água para energia, alimentos e abastecimento. Um recurso limitado demanda racionalizar pactuar sua gestão para evitar conflito de uso. Os Comitês de Bacias é o espaço público apto a desenvolver conceitual e praticamente a gestão descentralizada pacífica de bens naturais limitados. É neste contexto que situamos este dossier da gestão das águas em uma perspectiva de território sustentável. Os atores que intervém nos Comitês de Bacias podem ter que enfrentar dois tipos de tragédias com pactos inadequados: a Tragédia de Usos Comuns, a situação em que vários indivíduos (usuários agindo racionalmente e com interesses imediatistas se colocam de acordo para exaurir os recursos comuns limitados como pastagens, águas superficiais e subterrâneas, florestas, resistindo a uma gestão compartilhada comum. A outra face da moeda é a Tragédia dos anti usos comuns, neste caso, quando argüindo direito individual ou propriedade de patentes, um ou vários proprietários podem limitar o acesso a um bem comum necessário. Se o bem não é vital pode não ser significativo, mas se ele for vital como a água pode provocar tragédias concretas. Por esta razão, o desafio da espécie humana é gerir com racionalidade bens limitados de uso comum evitando conflitos e tragédias de alto custo econômico e social ou até extinções (recorde Ilha da Pascoa, Lago Aral). Este é o desafio mediador da gestão pública das águas.

During the Nazi period, Portugal became a place of transit for thousands of Jewish refugees from Germany and from countries occupied by the Nazis, as well as for non-Jewish refugees. The Portuguese government was willing to allow entry to the country on condition that the refugees would not stay. Restrictions were introduced in 1938: a visa was issued for 30 days only, there was a prohibition on working, refugees were confined to refugee centers or specific areas of residence, and permission was given to diplomats to decide to whom to extend visas. Many who entered the country illegally or whose permits expired were arrested, expelled, or deported to Cabo Verde. Ch. 7 (pp. 317-350), "Portugal e o Holocausto. 1943-1944", deals with the stance of the Salazar regime to the Holocaust, in regard to the Jews of Portuguese origin. The government was informed about the atrocities committed against Jews by the Nazis, especially through its diplomats. Although it did not approve of the deeds of the Nazis, it did not take decisive action against the extermination, intent on preserving its neutrality. But Portuguese diplomats in France, Yugoslavia, Greece, and Hungary helped hundreds of Jews who claimed to have Portuguese origins, giving them passports or "protection passports".
