जापान के भाषावैज्ञानिक प्रोफेसर होजुमि तनाका के अनुसार हिंदी (हिन्दुस्तानी ) दुनिया की सबसे बड़ी भाषा है, अंग्रेजी का स्थान हिन्दी के बाद आता है । सर्वाधिक बोली जाने वाली भाषाओं में से हिंदी ही विश्व में पहले नंबर पर है, स्पेनिश तीसरे, फ्ररेन्च चौथे और अँग्रेजी पाँचवे स्थान पर आती हैं। चीनी भाषा (मन्दारिन) को दूसरे स्थान पर माना गया है, किंतु, शुद्ध चीनी भाषा जानने वालों की संख्या हिंदी जानने वालों से काफी कम हैं। हिंदी की बोलियाँ और उर्दू बोलने वालों की संख्या मिला देने से विश्व में हिंदी जानने वाले 1023 मिलियन से अधिक हैं जबकि मंदारिन जानने वाले केवल 900 मिलियन से थोड़े से अधिक हैं। अर्थात मंदारिन जानने वालों से हिंदी जानने वाले 123 मिलियन अधिक हैं। अंतर्राष्ट्रीय स्तर पर विदेशियों में हिंदी भाषा सीने और जानने वालों की संख्या में गुणात्मक वृद्धि हो रही हैं। प्रयोजनमूलक हिंदी के घटकों में मीडिया के विविध आयाम, अनुप्रयुत्त भाषाविज्ञान, अनुवाद, सृजनात्मक लेन और भाषा के प्रयुत्तिपरक अनुप्रयोग प्रमु रूप से शामिल हैं । हिंदी की संकल्पना की परिधि में पत्रकारिता, जन-संपर्क और विज्ञापन भी आ जाते हैं। डॉ- जयंती प्रसाद नौटियाल के शोध-तथ्यों के आधार पर विश्व में हिंदी पहले स्थान पर है। उनके द्वारा प्रस्तुत भाषा शोध अध्ययन के निष्कर्ष के अनुसार हिंदी के विषय में आरंभ से ही विदेशियों की धारणा गलत रही है। संसार भर के भाषाविद् हिंदी के नाम पर सिर्फ श्ड़ी बोलीश् को ही हिंदी मानते आए हैं जबकि यह सच नहीं है। हिंदी की बोलियाँ भी इसमें शामिल की जानी चाहिए थी। साथ ही विदेशियों ने उर्दू को अलग भाषा के रूप में गिना है यह तो बिल्कुल ही गलत है। उर्दू अलग से भाषा नहीं है बल्कि हिंदी का ही एक रूप है। संसार का कोई भी भाषा विज्ञानी उर्दू को अलग कैसे मान सकता है? क्यों कि भाषा तो भाषिक संरचना से वर्गीकृत होती है। उर्दू की अलग से व्याकरण नहीं है। इसमें अधिकांश शब्द व व्याकरण व्यवस्था हिंदी की ही है। अतः हिंदी से इसे अलग भाषा मानना कतई युक्तसंगत नहीं हैं। मानक हिन्दी का भी मानक अँग्रेजी की भाँति कोई भी भाषायी क्षेत्र नहीं है । तथ्यतः दस प्रदेश राजस्थान, उत्तरप्रदेश, उत्तराँचल, बिहार, झारंड, मध्यप्रदेश, छत्तीसगढ़, दिल्ली, हरियाणा, हिमाचल प्रदेश और अन्डमान निकोबार द्वीपसूमह सर्वसमावेशी अभिरचना तथा पारस्परिक बोधगम्यता के आधार पर हिन्दी क्षेत्र का निर्माण करते हैं । आठवीं अनुसूची में संविधान द्वारा मान्यता प्राप्त 22 प्रादेशिक (राष्ट्रीय) भाषाओं का उल्ले है। ये सभी भाषाएँ हिन्दी के साथ मिलकर क्षेत्रीय और शैली स्तर पर हिन्दी के विविध रूपों की रचना करती हैं । राष्ट्रीय स्तर पर सभी भारतीय भाषाओं के साथ सर्वसमावेशी और बोधगम्यता हिंदी की ताकत है । प्रयोजनमूलक हिन्दी आज इस देश में बहुत बड़े फलक और धरातल पर प्रयुत्तफ़ हो रही है । केन्द्र और राज्य सरकारों के बीच संवादों का पुल बनाने में आज इसकी महती भूमिका को नकारा नहीं जा सकता । आज इसने एक ओर कम्प्यूटर,टेलेक्स,तार, इलेक्ट्रॉनिक, टेलीप्रिंटर, दूरदर्शन, रेडियो, अबार, डाक, फिल्म और विज्ञापन आदि जनसंचार के माध्यमों को अपनी गिरफ्त में ले लिया है, तो वहीं दूसरी ओर शेयर बाजार, रेल, हवाई जहाज,बीमा उद्योग,बैंक आदि औद्योगिक उपक्रमों,रक्षा, सेना, इन्जीनियरिंग आदि प्रौद्योगिकी संस्थानों, तकनीकी औरवैज्ञानिक क्षेत्रें,आयुर्विज्ञान, कृषि, चिकित्सा, शिक्षा इत्यादि के साथ विभिन्न संस्थाओं में हिन्दी माध्यम से प्रशिक्षण दिलाने, कॉलेजों, विश्वविद्यालयों, सरकारी, अर्द्धसरकारी कार्यालयों, चिट्ठी-पत्री, लेटर-पैड, स्टॉक-रजिस्टर, लिफाफे, मुहरें, नामपट्ट, स्टेशनरी के साथ-साथ कार्यालय ज्ञापन, परिपत्र, आदेश, राजपत्र, अधिसूचना, अनुस्मारक, प्रेसदृविज्ञाप्ति, निविदा, नीलाम, अपील, केबलग्राम, मंजूरी-पत्र तथा पावती आदि में प्रयुक्त होकर अपने महत्व को स्वतः सिद्ध कर दिया है । कुल मिलाकर पर्यटन, बाजार, तीर्थस्थल, कल-काराने, कचहरी आदि अब प्रयोजनमूलक हिन्दी की जद में आ गए हैं, हिन्दी के लिए यह शुभ है । बाजार की गति और रीति जिस तेजी से बढ़ रही है उसने हिन्दी के लिए विकास के नये द्वार खोले हैं, किन्तु ये द्वार हिन्दी के प्रयोजन परक स्वरूप पर निर्भर है । हिन्दी की प्रयोजनता अनुवाद के सहारे ही आगे बढ़ रही है, इसमें तनिक भी संदेह नहीं है और न ही होना चाहिए क्योंकि भारत ही नहीं सारा-का-सारा विश्व द्विभाषिकता और बहुभाषिकता के रंग में रंग रहा है । प्रयोजनमूलक हिन्दी और अनुवाद विश्व स्तर पर भारत की भूमिका को आगे लेकर जायेंगे । एसी स्थिति में पारस्परिक बोधगम्यता के आधार पर प्रयोजनमूलक हिन्दी की सर्वसमावेशी अभिरचना तय करनी होगी और उसे भाषागत छूट देकर आत्मसात करना होगा ताकि देश के विकास में उसकी भूमिका तय हो सके।
