The disappearance of China’s naturally occurring forests is one of the most significant environmental shifts in the country’s history, one often blamed on imperial demand for lumber. China’s early modern forest history is typically viewed as a centuries-long process of environmental decline, culminating in a nineteenth-century social and ecological crisis. Pushing back against this narrative of deforestation, Ian Miller charts the rise of timber plantations between about 1000 and 1700, when natural forests were replaced with anthropogenic ones. Miller demonstrates that this form of forest management generally rested on private ownership under relatively distant state oversight and taxation. He further draws on in-depth case studies of shipbuilding and imperial logging to argue that this novel landscape was not created through simple extractive pressures, but by attempts to incorporate institutional and ecological complexity into a unified imperial state. Miller uses the emergence of anthropogenic forests in south China to rethink both temporal and spatial frameworks for Chinese history and the nature of Chinese empire. Because dominant European forestry models do not neatly overlap with the non-Western world, China’s history is often left out of global conversations about them; Miller’s work rectifies this omission and suggests that in some ways, China’s forest system may have worked better than the more familiar European institutions.

"Recent agricultural reforms in the People’s Republic of China have generated great interest in the ability of the Chinese state, traditional and modern, to accommodate rapid economic change. Exhausting the Earth examines an earlier period—from the late Ming to the mid-Qing era marked by tremendous population growth, extension of the market, and increases in agricultural productivity. Peter C. Perdue describes the relationship between agricultural production and state policies toward taxation, land clearance, dike-building; property rights, and agriculture in Hunan. During the late seventeenth and early eighteenth centuries, Hunan changed from a peripheral, sparsely populated region into a crowded, highly commercialized, grain-exporting province. State policies had stimulated this growth, but by the early nineteenth century serious signs of overpopulation, social conflict, and ecological exhaustion had surfaced. Local officials were conscious of these dangers, but the influence of the state on the economy was so weakened that they could not alter the ominous trends. The stage was set for the disintegration and rebellion of the nineteenth century. This in-depth study of official policies in one region over a long stretch of time illuminates the dynamics of official initiatives and local response."

This book analyzes the emergence of ethnic consciousness among Hakka-speaking people in late imperial China in the context of their migrations in search of economic opportunities. It poses three central questions: What determined the temporal and geographic pattern of Hakka and Pengmin (a largely Hakka-speaking people) migration in this era? In what circumstances and over what issues did ethnic conflict emerge? How did the Chinese state react to the phenomena of migration and ethnic conflict? To answer these questions, a model is developed that brings together three ideas and types of data: the analytical concept of ethnicity; the history of internal migration in China; and the regional systems methodology of G. William Skinner, which has been both a breakthrough in the study of Chinese society and an approach of broad social-scientific application. Professor Skinner has also prepared eleven maps for the book, as well as the Introduction. The book is in two parts. Part I describes the spread of the Hakka throughout the Lingnan, and to a lesser extent the Southeast Coast, macroregions. It argues that this migration occurred because of upswings in the macroregional economies in the sixteenth century and in the late seventeenth and early eighteenth centuries. As long as economic opportunities were expanding, ethnic antagonisms were held in check. When, however, the macroregional economies declined, in the mid-seventeenth and late eighteenth centuries, ethnic tensions came to the fore, notably in the Hakka-Punti War of the mid-nineteenth century. Part II broadens the analysis to take into account other Hakka-speaking people, notably the Pengmin, or "shack people.” When new economic opportunities opened up, the Pengmin moved to the peripheries of most of the macroregions along the Yangzi valley, particularly to the highland areas close to major trading centers. As with the Hakka, ethnic antagonisms, albeit differently expressed, emerged as a result of a declining economy and increased competition for limited resources in the main areas of Pengmin concentration.
