Studienarbeit aus dem Jahr 2020 im Fachbereich BWL - Rechnungswesen, Bilanzierung, Steuern, Note: 2,0, Universität Bremen, Sprache: Deutsch, Abstract: Die Zukunftsfähigkeit eines Wirtschaftsstandortes hängt maßgeblich von seinen Innovationsleistungen ab. Vor diesem Hintergrund stellt sich die Frage, mit welchen Rahmenbedingungen forschende Unternehmen bestmöglich unterstützt werden können. Die deutsche Bundesregierung adressiert die Frage mit der Einführung des Forschungszulagengesetzes (FZulG). In Ergänzung zur bestehenden Projektförderung wurde zum ersten Januar 2020 eine steuerliche Förderung mit Rechtsanspruch für alle beschränkt und unbeschränkt steuerpflichtigen Unternehmen unabhängig von ihrer Größe, ihrer Rechtsform und unabhängig von ihrer wirtschaftlichen Betätigung eingeführt – die sogenannte Forschungszulage. Die Einführung des Forschungszulagengesetzes ist der Versuch der Bundesregierung, verstärkte Anreize für Forschungs- und Entwicklung (FuE) in Deutschland zu schaffen. Darüber hinaus zielt das Gesetz darauf ab dafür zu sorgen, dass der Anschluss an internationale Entwicklungen aus steuer- und wirtschaftspolitischer Sicht nicht verpasst wird. Viele große Industriestaaten wie die USA, China, Japan, Frankreich und Großbritannien finanzieren die Investition in FuE von Unternehmen bereits seit Jahren über steuerliche Maßnahmen, wodurch zusätzliche Investitions- und Innovationsanreize gesetzt werden. Daher überrascht, dass Deutschland als nahezu einzige Industrienation auf eine steuerliche Förderung von FuE bisher verzichtet hat. Diese Lücke versucht der Gesetzgeber mit dem FZulG bzw. mit der Forschungszulage zu schließen um kurz- bis mittelfristig in die Spitzengruppe aufzuschließen und für gleiche Standortbedingungen zu sorgen.

With growing academic and policy interest in research and development (R&D) tax incentives, the question about their effectiveness has become ever more relevant. In the absence of an exogenous policy reform, the simultaneous determination of companies’ tax positions and their R&D spending causes an identification problem in evaluating tax incentives. To overcome this identification challenge, we exploit a U.K. policy reform and use the population of corporation tax records that provide precise information on the amount of firm-level R&D expenditure. Using difference-in-differences and other panel regression approaches, we find a positive and significant impact of tax incentives on R&D spending, and an implied user cost elasticity estimate of around -1.6. This translates to more than a pound in additional private R&D for each pound foregone in corporation tax revenue.
