LEADER axis presents a novelty in the Slovenian agricultural policy. The main object of the current paper is to describe the implementation process of the 4th axis of Rural Development Programme of Slovenia in the period 2007-2013 and analysis of the Annual Implementation Plans for the year 2008 and 2009. In this programming period 33 Local Action Groups will operate. They cover 97% of rural areas and 94% of rural population in Slovenia. The analysis of local development strategies and annual implementation plans shows on the willingness of local citizens to take an active part in the development of rural areas in Slovenia.

Ronnie Lessem and Alexander Schieffer's Integral Green Society and Economy series has three overarching aims. The first is to link together two major movements of our time, one philosophical, the other practical. The philosophical movement is towards what many today are calling an 'integral' age, while the practical is the 'green' movement, duly aligned with that of sustainable development. The second is to blend together elements of nature and community, culture and spirituality, science and technology, politics and economics, thus serving to bring about an 'integral green' vision, albeit with a focus on business and economics. As such, the authors transcend the limitations to sustainable development and environmental economics, which are overly ecological, if not also technological, in orientation, and exclude social and cultural elements. Thirdly, this particular volume, with Darja Piciga, focuses specifically on Slovenia, as well as on Europe generally, drawing on the particular issues and capacities that this country and continent represents, particularly for sustainable development and social knowledge-based economy. Leader is an approach for implementing the EU's rural development policy through local action groups (LAGs). This involves specific costs and risks but promises an added value from following a bottom-up and partnership approach. In this report the Court finds that lags implemented the Leader approach in ways that limited the potential for added value and gave grants to projects without due regard to efficiency. Procedures were not always transparent and did not sufficiently demonstrate that the lags took decisions on an objective basis, free from conflicts of interest. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.
