Die vorliegende Untersuchung von Strategien und Instrumenten lokaler Wohnungs- und Stadtentwicklungspolitik konzentriert sich auf die Region Nordhessen jenseits der Großstadt Kassel – und damit auf einen ländlichen Raum „zwischen den Extremen“, der weder von spürbarem Wachstum noch (bislang) von drastischen Schrumpfungsprozessen gekennzeichnet ist. Es zeigt sich, dass hier nicht etwa die Probleme extremer Entwicklungsdynamiken in kleinerer Dimension auftreten, sondern mit spezifischen, teils schwer durchschaubaren Marktbedingungen, Problemverflechtungen und Handlungserfordernissen umzugehen ist. Gesucht sind vor diesem Hintergrund kleinteilige, finanzierbare, der lokalen Situation angepasste Handlungsstrategien sowie insbesondere geeignete Trägerschaften. Erforderlich werden zudem räumliche wie inhaltliche Prioritätensetzungen – und folglich auch adäquate Strategien für den Umgang mit hieraus resultierenden Ziel-, Interessen- und Ressourcenkonflikten.
