La seguridad pública como valor fundante de los cimientos del Estado de Derecho Democrático traduce dos atributos para su explicitación: su carácter ciudadano (convivencial) y su carácter jurídico (normativo); por ello los autores hablan traslativamente de seguridad ciudadana y seguridad jurídica. La seguridad pública es el ecuador democrático de dos plos de confrontaciones antijurídicas; el abuso del derecho y el abuso del poder. En su mérito la teoría jurídica desarrolla los límites y responsabilidades tipificadas ante el desorden individual y el desvío de la autoridad. Así, el orden público se erige como límite al accionar individual o convencional de la voluntad ciudadana, en tanto que la supremacía constitucional señala los límites dogmáticos del poder público como atributo de la autoridad. Sobre estos postulados Luciano Parejo Alfonso y Roberto Dromi construyen un sistema regulatorio de la seguridad pública, con el prisma del Derecho Administrativo, en el renovado accidente de la política de integración, participación y solidaridad.
