Excerpt from "The War in Europe" And Its Lessons for Us: An Address While I have found receptive audiences all over the country, there is no community in which 'i would expect a more sym pathetic hearing than in this, because the distinguished gentle man who represents you\in Congress views the subject from the same standpoint that I do. Whenever a new question arises upon which the people have not expressed themselves, it is important that each individual should make known his views in order that public opinion may represent the voters generally and not a portion of the people only. The country would be fortunate if all of our public men were as candid and as courageous in taking a position as Congressman Bailey, who honors you as he is honored by you. In order that you may follow me the more easily, I shall outline in advance the address which I am to deliver to you. It naturally divides itself into three parts: first, the war as it is and its injury to neutrals; second, the false philosophy out of which the war has grown and the natural results of that false philosophy; and, third, the way out, or the road to permanent peace. The subject is presented with a view to emphasizing the lessons which this country can draw from the conflict beyond the ocean. Excerpt from The European War: Its Causes, Its Surprises and Its Lessons Plainly have I spoken in the following pages out of a full heart. Ugly facts have been bared. I pray that God may use this humble effort to compel soberness, righteousness and godliness in this pres ent world. Blessed are the meek, for they shall inherit the earth, said our Lord Jesus Christ. Again, For all they that take the sword shall perish with the sword, said the same true voice. Almighty God, open our eyes that we may see our duty, and give us the strength and courage to do our duty even unto death. In the name of Him who died that we might live, even Jesus Christ. As the 100th anniversary of World War I approaches, historian Margaret MacMillan compares current global tensions—rising nationalism, globalization’s economic pressures, sectarian strife, and the United States’ fading role as the world’s pre-eminent superpower—to the period preceding the Great War. In illuminating the years before 1914, MacMillan shows the many parallels between then and now, telling an urgent story for our time. THE BROOKINGS ESSAY: In the spirit of its commitment to high-quality, independent research, the Brookings Institution has commissioned works on major topics of public policy by distinguished authors, including Brookings scholars. The Brookings Essay is a multi-platform product aimed to engage readers in open dialogue and debate. The views expressed, however, are solely those of the author. Available in ebook only.

Excerpt from The Great War and Its Lessons We are a neutral nation, and the President has rightly enjoined us all to observe neutrality in speech and in deed. But neutrality is not indifference: it is not the neutrality of the casual passer-by who views with amused carelessness a fight between two street rowdies; it is the neutrality of the just judge who aims, without passion and without prejudice, to render judgment on the proved facts. We cannot if we would refrain from passing judgment upon the conduct of men whether singly or in nations, and we should not attempt to do so.' In the first place, the moral judgment of the American people as to this war and as to the several steps in the declaration and conduct of it, is clear, calm, and practically unanimous. There is no beat ing of drums and blowing of bugles, but rather a sad pain and grief that our kin across the sea, owing whatever allegiance and speaking whatever tongue, are engaged in public murder and destruction on the most stupendous scale recorded in history. This of itself proves that the education of public opinion has proceeded far, and, whatever the war-traders and militarists may say, that the heart of the American people is sound and its head well-informed. The attitude of the American press is worthy of the highest praise; in some notable instances the very high-water mark of dignity and of power has been reached. When the war-clouds have lifted, I believe that the moral judgment of the American people as to this war will prove to be that of the sober - minded and fair-minded men in every country of Europe. A “brilliant” examination of American complacency and how it puts the nation’s—and the world’s—security at risk (The Wall Street Journal). The ancient Greeks hard-wired a tragic sensibility into their culture. By looking disaster squarely in the face, by understanding just how badly things could spiral out of control, they sought to create a communal sense of responsibility and courage—to spur citizens and their leaders to take the difficult actions necessary to avert such a fate. Today, after more than seventy years of great-power peace and a quarter-century of unrivaled global leadership, Americans have lost their sense of tragedy. They have forgotten that the descent into violence and war has been all too common throughout human history. This amnesia has become most pronounced just as Americans and the global order they created are coming under graver threat than at any time in decades. In a forceful argument that brims with historical sensibility and policy insights, two distinguished historians argue that a tragic sensibility is necessary if America and its allies are to address the dangers that menace the international order today. Tragedy may be commonplace, Brands and Edel argue, but it is not inevitable—so long as we regain an appreciation of the world’s tragic nature before it is too late. “Literate and lucid—sure to interest to readers of Fukuyama, Huntington, and similar authors as well as students of modern realpolitik.” —Kirkus Reviews
