A green economy is necessary if sustainable development is to be realised. However, as this report emphasizes, a green economy can also, if accompanied by the right policy mix, create more and better jobs, lift people out of poverty and promote social inclusion. In fact, the growth model of the past few decades has been inefficient, not only economically, but also from environmental, employment and social perspectives. It overuses natural resources, is environmentally unsustainable and has failed to meet the aspirations of a large proportion of society seeking productive, decent work and dignified lives. A new development model - one which puts people, fairness and the planet at the core of policy-making - is urgently needed, and is eminently achievable. More fundamentally, this report demonstrates that employment and social inclusion must be integral parts of any sustainable development strategy and must be included in policies that address climate change and ensure the preservation of the environment. In particular, the report assesses the sectoral, employment and income implications of the transition to a green economy. It highlights the necessary conditions, policy prescriptions and good practices required to ensure that the green economy is characterized by gains in job quality, reductions in poverty and improvements in social inclusion.

La influencia de los convenios y recomendaciones de la OIT en la legislación social española. La historia de la legislación social en España acredita una adhesión firme de nuestro país a los impulsos y criterios de regulación expandidos por la Organización Internacional del Trabajo. La mejor prueba de ello es el imponente número de convenios ratificados, el más alto de entre los países miembros. El legislador español no siempre ha seguido de manera explícita y estricta las indicaciones de dicha instancia internacional, entre otras razones porque desde nuestra incorporación a la Unión Europea la principal fuente supranacional para el ordenamiento jurídico español es el Derecho comunitario. Pero la OIT nunca ha dejado de estar en el trasfondo de nuestras normas laborales y de protección social. Bastante clara fue su influencia en la fase de emergencia de nuestro Derecho social, y de especial trascendencia fue su papel en la recuperación de la libertad sindical y otros derechos laborales colectivos durante el periodo de nuestra transición política, como parece volver a serlo en los últimos tiempos. Including international comparative analysis alongside national case studies, this volume offers a wealth of information on the new trends which have emerged over the past decades - all of which were discussed at the recent 9th International Symposium on Working Time, Paris (2004). It looks at the increasing use of results-based employment relationships for managers and professionals, and the increasing fragmentation of time to more closely tailor staffing needs to customer requirements (e.g., short-hours, part-time work). Moreover, as operating/opening hours rapidly expand toward a 24-hour and 7-day economy, the book considers how this has resulted in a growing diversification, decentralization, and individualization of working hours, as well as an increasing tension between enterprises' business requirements and workers' needs and preferences regarding their hours. This new reality has raised some other challenging issues as well and the volume addresses those such as increasing employment insecurity and instability, time-related social inequalities, particularly in relation to gender, workers' ability to balance their paid work with their personal lives, and even the synchronization of working hours with social times, such as community activities.
