El 6 de noviembre un comando guerrillero del M-19 se tomó por asalto el Palacio de Justicia. Eran las 11:20 de la mañana, aproximadamente. De inmediato, como lo cuenta una de las nueve crónicas de este libro, se inició una especie de comunicación secreta para tratar de detener el horror que se preveía en el ambiente. En llamadas desde París, Gabriel García Márquez trató de impedir un desenlace que, esa noche, pareció ser una pesadilla cuando millones de colombianos vieron arder la fachada del edificio, y la voz quebrada del presidente de la Corte Suprema de Justicia, Alfonso Reyes Echandía, quien pedía que cesara el fuego de inmediato, fue obviada por los dirigentes del momento. El 13 de noviembre la población de Armero (Tolima) amaneció cubierta de ceniza. A pesar de los pronósticos de lo que podía ocurrir, ninguna autoridad dio la orden de evacuar la que hasta entonces era la Capital Blanca del departamento, por sus cultivos de algodón. Ese día, a las 9:40 de la noche, se inició la erupción del volcán Nevado del Ruiz que produjo una avalancha que borró una población de aproximadamente cuarenta mil habitantes, en la que fallecieron alrededor de veinticinco mil personas, aunque las cifras exactas son inconstatables. A partir del 6, y hasta el 14 de noviembre, el país se convirtió en un duelo permanente que nos atraviesa hasta hoy, treinta años después. 1985. La semana que cambió a Colombia es un viaje, día por día, de la mano de nueve cronistas, a la intimidad de un momento que revolvió las entrañas de la sociedad.

"In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Thus, traditional clientelism has been modified through the process of modernization.Part One of The Politics of Clientelism examines Colombian politics, focusing on the incarnation and traditional forms of clientelism. Part Two explores the policies of Colombian governance, from the administrations of Lleras Camargo through Julio Cesar Turbay Ayala.
