Der Andrang irregulärer Migration führt in Europa und Deutschland zu politischen Abgründen, in denen weithin weltanschauliche Haltungen statt sachlicher Debatte die Auseinandersetzung bestimmen. Einige gebrauchen Beschimpfungen, Pöbeleien und Schlimmeres statt politischer Argumente. Von der sachlichen Betrachtung des Problems sind aber leider auch die Regierenden weit entfernt. Martin Hagenmaier hat mit irregulären Migranten gesprochen und sie nach ihrer Sicht dessen gefragt, was wir irreguläre Migration nennen. Sie empfinden ihre rechtliche Situation so, als würden sie als Menschen zurückgewiesen, obwohl ihr Aufbruch nach Europa doch eigentlich ein Ausdruck des "Rechts" war, "ein Mensch zu sein". In ihrem Herkunftsland haben sie ihrem Empfinden nach eben auch kein "Recht, ein Mensch zu sein", weil ihnen aus verschiedenen Gründen wie Krieg, sonstige Waffengewalt, Terrorismus, Clanherrschaft, Korruption oder gesellschaftlichem Chaos die Möglichkeiten zum Leben fehlen. Bei ihrer Migration greifen sie jedoch auf Mittel zurück, die dem Chaos und der Korruption nicht nachstehen. Das System der irregulären Migration setzt Milliarden auf Kosten der Migrierenden um. "Warum nehmt ihr uns auf, um uns dann wieder wegzuschicken?" So verstehen sie die Asylverfahren. Ihre Geschichten zeigen Menschen, die verzweifelt versuchen, einen Anschluss an das Leben in Europa mit all seinen Versprechungen zu finden und doch ihre Weltsicht nicht einfach ablegen können. Kann da der nun bereits nahezu vier Jahrzehnte dauernde Versuch helfen, immer neue Gesetze zur Abwehr von irregulärer Migration zu formulieren? The Symposium on the Scientific Basis for Nuclear Waste Manage ment was held in the fall of 1979 in Boston, Massachusetts and was one of a number of symposia included in the Annual Meeting of the Materials Research Society. The thrust of this annual Symposium is unique in the area of waste management. Recognizing that this is an area of great complexity which requires contributions from scien tists with many different backgrounds some of which are not normally associated with nuclear energy, the Materials Research Society pro vides a forum for discussions of a wide range of materials behavior and transport phenomena. As can be seen from the list of references in each paper, the authors draw heavily on contributions associated with professional societies in addition to the Materials Research Society, and this annual meeting encourages the cross-fertilization between disciplines that are essential to an adequate treatment of the problems associated with nuclear waste management. The proceed ings of the first Symposium that was held in 1978 was designated as Volume 1 in this series. The third Symposium is scheduled for 1980.
