National security relies heavily on the ready availability of energy resources in the types, quantities, and locations the military demands. While U.S. energy needs are currently met, the shrinking gap between global supply and demand draws the world closer to a tipping point at which human behavior is less predictable, competition overwhelms social and geopolitical normalizing forces, and conflict becomes more likely and more pronounced. Given concerns about future resource availability, DoD would be well served by devising and implementing a sustainable, resilient energy strategy that addresses current projections and adapts to evolving conditions.

Biometrics technologies that collect and facilitate the sharing of fingerprint records, and other identity data, are important to national security and federal agencies recognize the need to share such information. The Department of Defense (DoD) plans to spend $3.5 billion for fiscal years 2007 to 2015 on biometrics. This report examined the extent to which DoD has: (1) adopted standards and taken actions to facilitate the collection of biometrics that are interoperable with other key federal agencies; and (2) shares biometric information across key federal agencies. Includes recommendations. Charts and tables. This is a print on demand edition of an important, hard-to-find publication.

The ability of the nation's military to prevail during future conflicts, and to fulfill its humanitarian and other missions, depends on continued advances in the nation's technology base. A workforce with robust Science, Technology, Engineering and Mathematics (STEM) capabilities is critical to sustaining U.S. preeminence. Today, however, the STEM activities of the Department of Defense (DOD) are a small and diminishing part of the nation's overall science and engineering enterprise. Assuring the U.S. Department of Defense a Strong Science, Technology, Engineering, and Mathematics (STEM) Workforce presents five principal recommendations for attracting, retaining, and managing highly qualified STEM talent within the department based on an examination of the current STEM workforce of DOD and the defense industrial base. As outlined in the report, DOD should focus its investments to ensure that STEM competencies in all potentially critical, emerging topical areas are maintained at least at a basic level within the department and its industrial and university bases.

Innovation is the lifeline of national development. This handbook is a collection of chapters that provide techniques and methodologies for achieving the transfer of defense-targeted science and technology development for general industrial applications. The handbook shows how to translate theory and ideas into practical applications. Experts from national defense institutions, government laboratories, business, and industry contributed chapters to this handbook. The handbook also serves as an archival guide for nations, communities, and businesses expecting to embark upon science and technology transfer to industry. Included are several domestic and international case examples of practical innovation. Since the dawn of history, nations have engrossed themselves in developing new tools, techniques, and methodologies to protect their geographical boundaries. From the crude implements used by prehistorical people to very modern technologies, the end game has been the same. That is, to protect the homeland. Even in times of peace, efforts must be made to develop new machinery, equipment, processes, and devices targeted for the protection of the nation. The emergence of organized nations and structured communities facilitated even more innovative techniques of national defense. Evolution, revolution, and innovation have defined human existence for millennia. From the Ice Age to the Stone Age, the Bronze Age, the Iron Age, and to the modern age, innovation, rudimentary as it may be in many cases, has determined how humans move from one stage to the next. This comprehensive handbook provides a clear guide on the nuances of initiating and actualizing innovation. Both the qualitative and quantitative aspects of innovation are covered in the handbook. Features: Uses a systems framework to zero in on science and technology transfer Focuses on leveraging technical developments in defense organizations for general societal applications Coalesces the transfer strategies collated from various sources and practical applications Represents a world-class diverse collection of science and technology development, utilization, and transfer Highlights a strategy for government, academia, and industry partnerships

American Technology Policy written by J. D. Kenneth Boutin and has been published by Potomac Books, Inc. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-12-31 with Technology & Engineering categories.
Since the end of the Cold War, U.S. policymakers have faced the challenge of addressing the technological requirements of both economic competitiveness and national security. Promoting the technological objectives of competitiveness and security poses a daunting task, as these objectives can differ significantly in terms of autonomy, the private sector's role, and the time frame involved. The difficulties inherent in meeting these competing needs for technological investment and resources are exacerbated by growing technological globalization. American Technology Policy analyzes the ongoing efforts of politicians, legislators, policymakers, and industry leaders to balance their often-conflicting technological requirements. J. D. Kenneth Boutin examines recent trends and developments in American technology policy as it strives to support high-technology firms without undermining national security. He then considers issues of autonomy, relations between the federal government and industry, and the time frame involved in formulating and implementing policy initiatives, all in the context of globalization. Though satisfying the ambitious American technological agenda is difficult, it is impossible for authorities to avoid making the effort, given the high stakes involved. Boutin's analysis is intended to inform those who are charged with prioritizing and balancing the technological needs of national defense and economic growth. Although the post–Cold War technology policy of the United States has been characterized by efforts to achieve a balance between these two competing priorities, the dominant focus remains on national security. Boutin explains the ways in which American authorities seek to limit the extent of compromise necessary by working with local and foreign actors and by encouraging structural changes in the environment for technological development, application, and diffusion.
