Fifty years ago, familiar images of the lottery would have been strange, as no state lottery existed then. Few researchers have uncovered the obscure role lotteries play in the changing composition of American taxation. Even less is known about what role race plays in this process. More than simply taxing those on the social margins, the emergence of state lotteries in contemporary American history represents something much more fundamental about state fiscal policy. This book not only uncovers the underlying racial factors that contextualize lottery proliferation in the U.S., but also reveals the racial consequences that lotteries have in terms of redistributing tax liability.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

In the operation of regulatory competition, governments may create rules with the intent of attracting capital and labour to their domains. In the twenty-first century, regulatory competition takes on a new dimension in the face of the rapid advancement of digital finance. The role of financial technology (fintech) as a tool through which governments achieve their aims cannot be overstated. The proliferation of distributed ledger technologies (DLT) marked a watershed moment for technological advancement and presented a ripe opportunity for governments to defend their competing claims for resources. In this context, this book tackles the question of whether the world’s leading financial centres – Hong Kong, London, and New York – engaged in regulatory competition against each other through their creation of rules to govern DLT-based financial products and services during the period 2008 until 2022. In answering this question, this book provides a cohesive framework for understanding the influence of regulatory competition on rule creation using a narrative lens based on a comparative study of legal, regulatory, and policy instruments. The lessons distilled from the analysis provide reasoned observations on the potential implications for the future regulation of financial products and services underlined by novel technologies.
