Re-imagining Democracy in the Age of Revolutions charts a transformation in the way people thought about democracy in the North Atlantic region in the years between the American Revolution and the revolutions of 1848. In the mid-eighteenth century, 'democracy' was a word known only to the literate. It was associated primarily with the ancient world and had negative connotations: democracies were conceived to be unstable, warlike, and prone to mutate into despotisms. By the mid-nineteenth century, however, the word had passed into general use, although it was still not necessarily an approving term. In fact, there was much debate about whether democracy could achieve robust institutional form in advanced societies. In this volume, a cast of internationally-renowned contributors shows how common trends developed throughout the United States, France, Britain, and Ireland, particularly focussing on the era of the American, French, and subsequent European revolutions. Re-imagining Democracy in the Age of Revolutions argues that 'modern democracy' was not invented in one place and then diffused elsewhere, but instead was the subject of parallel re-imaginings, as ancient ideas and examples were selectively invoked and reworked for modern use. While many Americans despair of the current state of U.S. politics, most assume that our system of government and democracy itself are invulnerable to decay. Yet when we examine the past, we find that to the contrary, the United States has undergone repeated crises of democracy, from the earliest days of the republic to the present. In The Four Threats, Robert C. Lieberman and Suzanne Mettler explore five historical episodes when democracy in the United States was under siege: the 1790s, the Civil War, the Gilded Age, the Depression, and Watergate. These episodes risked profound, even fatal, damage to the American democratic experiment, and on occasion antidemocratic forces have prevailed. From this history, four distinct characteristics of democratic disruption emerge. Political polarization, racism and nativism, economic inequality, and excessive executive power – alone or in combination – have threatened the survival of the republic, but it has survived, so far. When Europe's Great War engulfed the Ottoman Empire, Arab nationalists rose in revolt against their Turkish rulers and allied with the British on the promise of an independent Arab state. In October 1918, the Arabs' military leader, Prince Faisal, victoriously entered Damascus and proclaimed a constitutional government in an independent Greater Syria. Faisal won American support for self-determination at the Paris Peace Conference, but other Entente powers plotted to protect their colonial interests. Under threat of European occupation, the Syrian-Arab Congress declared independence on March 8, 1920 and crowned Faisal king of a 'civil representative monarchy.' Sheikh Rashid Rida, the most prominent Islamic thinker of the day, became Congress president and supervised the drafting of a constitution that established the world's first Arab democracy and guaranteed equal rights for all citizens, including non-Muslims. But France and Britain refused to recognize the Damascus government and instead imposed a system of mandates on the pretext that Arabs were not yet ready for self-government. In July 1920, the French invaded and crushed the Syrian state. The fragile coalition of secular modernizers and Islamic reformers that had established democracy was destroyed, with profound consequences that reverberate still.
