Los gobiernos locales españoles se enfrentan a retos nuevos en la organización y gestión de sus poblaciones. La necesidad de ofrecer un mayor protagonismo a los ciudadanos en la vida municipal y la incorporación de herramientas y tecnologías modernas, para así aprovechar al máximo las oportunidades de desarrollo que ofrecen la nueva economía y la globalización, son las referencias obligadas de esos desafíos. El seminario sobre gestión pública local, que desde 1995 organizan cada año la Escuela Universitaria Jovellanos y el Ayuntamiento de Gijón, con la colaboración del Gobierno del Principado de Asturias y la Asociación de Diplomados en Gestión y Administración Pública (ADIGAP), trató en su décima edición sobre estos aspectos, analizando específicamente cuestiones como el papel de las ciudades en la ampliación de la Unión Europea, la participación ciudadana, las políticas territoriales y la nueva ley de medidas para la modernización del gobierno local, y analizando al mismo tiempo lo que han supuesto los primeros 25 años de democracia municipal desde una doble perspectiva: la de los políticos y la de los profesionales. This book explores the international diffusion of Participatory Budgeting (PB), a local policy created in 1989 in Porto Alegre, Brazil, which has now spread worldwide. The book argues that the action of a group of individuals called “Ambassadors of Participation” was crucial to make PB part of the international agenda. This international dimension has been largely overlooked in the vast literature produced on participatory democracy devices. The book combines public policy analysis and the study of international relations, and makes a broad comparative study of PB, including cases from Latin America, Europe, and Sub-Saharan Africa. The book also presents a new methodology developed to examine PB diffusion, the “transnational political ethnography”, which combines in-depth interviews, participant observation and document analysis both at the local and transnational level.

The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

The book addresses in detail local governance in Spain. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. With the role of local government becoming more important as Latin American countries moved away from state-led development models in the 1980s, and with social movements helping to bring about the transition to democracy, questions arose about whether and how popular participation at the local level might be able to contribute to the consolidation of democracy from the grassroots upward. This book, based on extensive research in low-income districts of Lima, provides a sophisticated analysis of the relationship between a resurgent civil society and democratization. Exploring the complex interactions among urban popular movements, local government, political parties, and nongovernmental organizations (NGOs), Schönwälder shows that the democratic potential of these movements is genuine but that their influence has been limited. His balanced assessment credits their achievements while illuminating the sources of their failures, mainly a variety of institutional barriers and a persistent threat of manipulation and co-optation by stronger actors, especially political parties. His analysis helps us understand better why the left has so often failed to convert its considerable support at the grassroots into political successes at higher levels.
