O presente trabalho investiga de que forma uma reformulação estrutural, administrativa e gerencial que vise à centralização de atividades redundantes pode promover celeridade, economia e eficiência nos processos de compras e serviços de natureza comum com Sistema de Registro de Preços nas Unidades do Segundo Comando Aéreo Regional. Para melhor compreensão da pesquisa, delimitamos como marco a publicação da Portaria no 90/CMDO, de 15 de setembro de 2008, e a IC 09/SERINT-2/2008, do Segundo Comando Aéreo Regional – COMAR 2, estabelecendo os procedimentos e normas para realização dos pregões unificados de materiais e serviços comuns para registro de preços em todas as OM da Guarnição de Aeronáutica do Recife. A pesquisa qualitativa foi conduzida a partir da observação dos pregões unificados, tendo os preços registrados, no período de 2008 a 2011. Tal observação revelou como principais aspectos: redução de mão de obra especializada, celeridade nas contratações, economicidade e eficiência na Gestão Administrativa.
