In this detailed but concise monograph, air power expert Tami Davis Biddle walks us through our century-long experience of air power as an instrument of warfare. Using the twin pillars of theory and history, she explains the expectations that were held for aircraft in war and then examines how those expectations played out in the actual realm of practice. This monograph, which focuses primarily on the most controversial aspect of air power, coercive bombing, takes a chronological approach that starts with World War I and comes all the way to the present day. By contrasting theory and practice, she identifies the overarching themes that have run through history and pinpoints those moments when the gaps between theory and practice have been largest. Her narrative mainly (but not exclusively) follows the experience of the U.S. Air Force. By the middle of World War II, the predecessor institution, the U.S. Army Air Forces, was investing more in aircraft than any other nation. The United States continued that pattern after the war, maintaining a large standing Air Force designed to deter threats to American interests, and to take a leading role in fighting the nation's wars.Each decade brought new capabilities and new expectations. Americans embraced aviation technology and were at the forefront of its rapid development as an instrument of military power. Not infrequently, air power proponents expected more from it than it could deliver on its own. Not every war that the Americans fought after 1945 was suited to the dominant ways and means of American air power. The ability to coerce an enemy rests heavily on an accurate calculation of enemy will, and determination to sacrifice in order to hold or gain a stake. The tendency of Americans to assume that they could successfully coerce-through numbers and power-has not always served them well. Biddle explains, however, those times when coercive air power has been effective in the last century and details the conditions undergirding that effectiveness. Moreover, she argues that early air theorist Giulio Douhet was right in one particular respect: the nation that wins and holds "command of the air" has an immense advantage in conventional warfighting. Biddle agrees with air theorist Robert Pape's argument that gaining air superiority is a sui generis function, distinct from the application of coercive air power, but that such superiority facilitates the subsequent use of coercive air power, and forms a crucial foundation for its success.

Warfare in the first half of the 20th century was fundamentally and irrovocably altered by the birth and subsequent development of air power. This work assesses the role of air power in changing the face of battle on land and sea. Utilizing late-1990s research, the author demonstrates that the phenomenon of air power was both a cause and a crucial accelerating factor contributing to the theory and practice of total war. For instance, the expansion of warfare to the homefront was a direct result of bombing and indirectly due to the extent of national economic mobilization required to support first rate air power status. In addition, the move away from the principle of total war with the onset of the Cold War and the replacement of air power by ICBMs is thoroughly examined. This work should provide students of international history, war studies, defence and strategic studies with an insight into 20th-century warfare.

Orville and Wilbur Wright first flew from the sands of Kill Devil Hill near Kitty Hawk, North Carolina, in 1903. In 1999, to mark the first century of manned, powered flight, Congress created the Centennial of Flight Commission to coordinate national commemoration activities and to act as an international information resource. To manage its own participation in commemorative events around the world, the United States Air Force established a Centennial of Flight Office in 2001. The Air Force History and Museums Program, through its own activities, played a significant part in those events. Recognizing that the centennial of flight celebration offered the public a golden opportunity to better appreciate air and space power history and the innovations and adaptations that have enabled aviation to transform the world, the George Bush School of Government and Public Service and the Air Force History and Museums Program jointly sponsored a symposium, A Century of Air Power Leadership: Past, Present, and Future. The symposium was held on October 29-31, 2003, in the Leonore and Walter Annenberg Presidential Conferenc Center at the George Bush Presidential Library and Museum on the grounds of Texas A&M University in College Station, Texas. The Wright brothers brought to their great achievement-the development of a new technology-extraordinary inventiveness and diligence that still inspire America's commitment to aviation excellence. Aircraft changed the natural order of things, while the effective use of air power added a third dimension to war. The advances that took us from the Wright brothers' biplane to Neil Armstrong's and Buzz Aldrin's lunar lander occurred at blinding speed. No technical innovation has altered human affairs more rapidly, widely, or significantly than the science of flight. United States Air Force leadership in air and space has been essential to victory in war during the last century. Today, air and space operations offer unprecedented global reach, power, and vigilance in support of worldwide joint operations around the clock. The symposium explored aspects of military leadership over the past 100 years, highlighting factors that encouraged success or inhibited innovation. Among the crucial issues discussed were problems in doctrinal, technological, and weapons innovation and differences among air power leaders. Although focusing on the past, the symposium proceeded from the proposition that air and space power leadership had revolutionary effects on strategy and security. This book is intended to help readers who are interested in the impact of leadership on military affairs. As the symposium and the book make abundantly clear, the role of the individual in the saga of air power has far outweighed any other single factor, including technology. The use of airpower in wartime calls to mind the massive bombings of World War II, but airplanes have long been instrumental in small wars as well. Ever since its use by the French to put down rebellious Moroccan tribes in 1913, airpower has been employed to fight in limited but often lengthy small conflicts around the globe. This is the first comprehensive history of airpower in small wars-conflicts pitting states against non-state groups such as insurgents, bandits, factions, and terrorists-tracing it from the early years of the twentieth century to the present day. It examines dozens of conflicts with strikingly different scenarios: the Greek Civil War, the Philippine Anti-Huk campaign, French and British colonial wars, the war in South Vietnam before the American escalation, counterinsurgency in southern Africa, Latin American counterguerrilla operations, and counterinsurgency and counterterrorist campaigns in the Middle East over the last four decades.
