The purpose of the project was to conduct a systems analysis of a selected marine port-complex as a demonstration of the application of the computer simulation technique, TRANSIM, to solution of port-complex problems. A marine port-complex is defined to include land access and ship systems, in addition to port and terminal facilities, proper. The specific port situation selected for analysis is the Military Ocean Terminal, Bay Area, Oakland, California, in connection with the embarkation of a U.S. Army Infantry ROAD Division. The Division traffic is superimposed upon normal MOTBA Traffic levels. The systems analysis was conducted in two phases. First, a simulation of the MOTBA port-complex was based on utilization of the current physical plant, manpower resources and planning factors. A second simulation incorporated in the system model certain changes designed to eliminate the bottlenecks, congestion points, and inefficient utilization of the physical plant which were identified as a result of the initial simulation. The analysis results indicated that the computer simulator, TRANSIM, is particularly suited to the analysis of the marine port-complex. The minor changes investigated resulted in an 8.1% decrease in Division throughput time and a 12% decrease in average cargo unit throughput time. (Author).

Cilamaya Port was a high-profile port project proposed by the cooperation between Government of Indonesia and JICA in 2011. Despite of its big hope, Cilamaya Port development project's progress seemed to be stagnated in post-2012 period. Government of Indonesia somehow cancelled the project in early 2015, the same year in which the project was meant to enter the development phase. The project's termination raised a curiosity due to its follow up that was deep enough to be considered a highly likely candidate for actual development. This event is a very valuable matter to be examined, especially in regards with the planning and decision making of port project in Indonesia. This research uses qualitative content analysis to elaborate Cilamaya Port development project in the context of contemporary planning science. Academic literatures as well as official documents, reports, and news related to Cilamaya Port development project will serve as sources for this academic work. By studying these through these sources, unseen dimensions about the project can be revealed and analyzed. Based on the analysis, Cilamaya Port development project followed a very sophisticated planning method from the initiative phase up to its preparatory study stage. Even though the project was supported by many, it was also considered as a potential threat by certain parties. Those problems apparently halt the project's progress. The matter was brought into the new government's attention when new administration took over in late 2014, leading to the cancellation of the project. Political factor could not be crossed out from the list of the reason because the decision was made by the account of a political figure, along with the fact that it was also not accompanied by any official document or study to date. Enlightenment came from Ignasius Jonan, Minister of Transportation, who said that infrastructure development had to be built in sustainable manner and not based on government regime. Such goodwill hopefully remedies the uncertainty of transport infrastructure development in Indonesia, at least until the next electoral cycle.
