A point of departure for this book is the paradox between the seemingly limitless promise modern web technologies hold for enhanced political communication and their limited actual contribution. Empirical evidence indicates that neither citizens nor political parties are taking full advantage of online platforms to advance political participation. This is particularly evident when considering the websites of political parties, which have taken on two main functions: i) Disseminating information to citizens and journalists about the history, structure, programme and activities of the party; ii) Monitoring citizens’ opinions in regard to different political questions and policy proposals that are under discussion. Despite the integration of websites into political parties’ “permanent campaigns” (Blumenthal), television continues to be seen as the core medium in political communication and one-way and top-down communication strategies still prevail. In other words, it is still “business as usual”. This book questions whether Web 2.0 could help enhance citizens’ political participation. It offers a critical examination of the current state of the art from diverse perspectives, highlights persisting gaps in our knowledge and identifies a promising stream of further research. The ambition is to stimulate debate around the party-citizen "participation mismatch" and the role and place of modern web technologies in this setting. Each of the included chapters provide valuable explorations of the ways in which political parties motivate, make use of and are shaped by citizen participation in the Web 2.0 era. Diverse perspectives are employed, drawing examples from several European political systems and offering analytical insights at both the individual/micro level and at broader, macro or inter-societal systems level. Taken together, they offer a balanced and thought-provoking account of the political participation gap, its causes and consequences for political communication and democratic politics, as well as pointing the way to new forms of contemporary political participation.

This book is Lash's most comprehensive statement in social and cultural theory. It is a book addressed to sociologists and philosophers, to students of urban life, modern languages, cultural studies and the visual arts. Alongside the Enlightenment has emerged another modernity. This second modernity has - in opposition to the Enlightenment rationality of progress, order, homogeneity and cognition - initiated a different rationality of uncertainty, transience, experiment, and the unknowable. This second, this other modernity, is present in notions of 'difference' and 'reflexivity' so central to the contemporary world-view. The logic, however, of such notions can, itself, lead to the same unhappy abstraction of the first modernity. What is forgotten, Scott Lash argues, is the dimension of the ground. This book consists of explorations into this ground: as place, community, belonging, sociality, tradition, life-world; as symbol, sensation, in the tactile character of the sign. The book addresses the other modernity's forgotten ground. The first and second modernities co-existed in a state of irresolvable tension along the history of western industrial capitalism. This is thrown into crisis, Lash argues, with the turn of the twenty-first century emergence of the global information culture. This book is one of the results of the II International Seminar on Research on Mediatization and Social Processes. The II International Seminar on Research on Mediatization and Social Processes had a program developed at two levels: Debate panels, with invited researchers – five tables with the participation of researchers from Sweden (1), Russia (1), Portugal (1), Argentina (1), and Brazil (6). Intotal, there were 15 hours of debates at the five debate panels. This second event gave continuity to the first International Seminar on Research on Mediatization and Social Processes, which also had guest researchers. In the first seminar, the five panels were attended by researchers from France (3), Denmark (1), Argentina (2), and Brazil (4). Therefore, methodologically, the Seminar takes place in the articulation of debate panels with international guests and working groups, with the presence of researchers, doctors, doctoral students, Masters, and master’s degree students. We emphasize that, still in the scope of training processes, master’s and doctoral students, masters and doctors, post-doctoral students and post-doctors, and members of the organizing Research Group take part in them as reviewers, in a blind evaluation, of the expanded abstracts submitted by graduates with lower titles – under the coordination of researchers/professors of the Research Group on Mediatization and Social Processes. They evaluated (in a group of more than three dozen reviewers) each of the works submitted by colleagues with training at a lower level, with classification grades, which resulted in the approved papers. Then, they were grouped by the organizing committee, successively, until the event’s working groups were formed. A total of 237 abstracts were submitted. They were selected in the following proportion of participants: 21% of professors/researchers; 33% doctors and doctoral students; 33% masters and master’s students; 13% graduates and undergraduate students, linked to scientific initiation research project and/or with research results of a senior research project. In the first seminar, in 2016, there were 250 submissions by authors and 217 expanded abstracts. Out of these, around 188 works were selected. At both events, half of the participants were from universities in other states (São Paulo, Rio de Janeiro, and Minas Gerais, mainly). Among its results, in addition to the training processes in the course of its realization, we emphasize its consolidation in a library of reflections, in the form of complete articles of the presentations in Working Groups and books published in e-book format (with chapters produced by the participants of the debate panels).
