The computer-based strategy tradeoff model has been developed to evaluate alternative strategiesfor meeting regional air quality standards, to help select minimum total cost strategies, and to analyze (parametrically) the sensitivity of the results to key assumptions. Data requirements are modest. The user specifies the air quality standard to be achieved plus a menu of possible strategy components and the tradeoff model then finds the combination of strategy components that meets the desired air quality standard for the minimum total cost (expenditures plus the social cost of trips foregone). It also calculates a variety of other impacts. Regional air quality control strategies are considered by the tradeoff model to consist of three primary components. These are additoinal fixed source controls, retrofit emission control devices and inspection/maintenance programs for in-use vehicles, and transportation management controls. The cost and effectiveness of the fixed source controls and various in-use vehicle retrofit-inspection/maintenance strategies are determined by separate analysis, and are subequently provided as inputs to the tradoff model. Tradeoff incorporates the Policy-Oriented Transportation Model as a subroutine and uses it to estimate the impacts of the transprotation management controls. These controls include bus system improvements, regional mileage surcharges or limitation, induced changes in auto occupancy, and induced changes in traffic congestion.

A management agency --such as a publicly or privately owned electric utility -- must, if it is to be efficient in carrying out its day-to-day tasks, have a means of monitoring its performance to assess the efficiency of its operations and the effectiveness of its planning. For example, how did the demand for electricity compare with that assumed in planning? How effective were the incentives applied to induce energy conservation by users? Such ex post analyses are essential for improving the planning process and hence for improving decisions with respect to efficiency and resource allocation. Unfortunately, it seems to be very difficult for public agencies to make such ex post evaluations an integral part of agency activities, whether the agencies are "producers," e. g. , the Corps of Engineers or the Bureau of Reclamation with respect to water resources management, or are regulatory agencies such as the Environmental Protection Agency or the Food and Drug Administration. Here and there a few ex post analyses of agency programs have been done, but rarely by the responsible agency itself. These analyses have attempted to compare the results actually achieved with the results estimated in planning, either in terms of project outputs or in terms of effectiveness of regulatory and/or economic incentives in inducing desired changes in behavior.

In the process of developing environmental regulations and control strategies, it is helpful and often necessary to estimate costs associated with alternate approaches. Compliance costs to the private sector as well as implementation costs to enforcement agencies must be considered. To assist estimating state administrative and enforcement costs the U.S. Environmental Protection Agency has developed a planning aid which provides a detailed review of enforcement agency activities quickly, minimizing the time required to collect source, monitoring, and cost data. The Air Pollution Control Strategy Resource Estimator (APCSRE) is a computerized model which operates with an updated data base of NEDS, SAROAD, and cost information. After calling the APCSRE model on an EPA terminal, the user defines the strategy to be evaluated. After a question and answer session the APCSRE model estimates expected manpower, equipment, and total dollar costs for implementation of the strategy. This paper describes the APSCRE model and illustrates its application by estimating resource costs associated with implementation of an ambient lead standard and a continuous emission monitoring regulation.
