Entering developing markets, companies are challenged by various cultures and widespread corruption. This book is a cross-cultural survey that explores the crime preventive effects of corporate cultures and compliance management systems (CMS) in China, India, Russia and Germany. Almost 2,000 managers anonymously reported about the compliance programs in place and cultures in their companies as well as on their experience with corruption at work and in everyday life.Despite differences across countries, results suggest that the elements of an integrity-promoting corporate culture are similarly important in their corruption preventive effects. The second major result is that a CMS can develop its effectiveness only when combined with an appropriately practiced integrity-promoting company culture. Third, companies can counteract the negative external influences of a corruption-prone national culture. Moreover, spill-over effects of an integrity-promoting company culture can make an important contribution to national cultural change. For this reason, an integrity-promoting corporate culture is a contribution to corporate social responsibility.

Swimming Against the Culture of Corruption is, as the title suggests, intended to fight corruption, which has been one of the societal ills in Kenya. It is intended to point out to the ordinary Kenyan that he or she has a responsibility to deal with this evil and not to wait for political leaders to change the culture of corruption exclusively by themselves. Culture in this book is used in its wider meaning as to include such things as lies, which is corruption of truth. I have argued that fighting corruption calls for personal sacrifice, and I have demonstrated this with my personal experience and testimony. That was the purpose of telling my short life story in order to encourage others to come out and tell their stories as well in dealing with the rampant corruption in our society, which is to be found at all levels. Equally, the book argues that legislated law alone cannot deal with the problem as long as corrupt practices have been embedded in our culture. At the same time, I have argued that the culture of corruption is not inherently African. That, whereas its genesis may be traced in the twentieth-century colonization of our country by the British, the real practice as exercised by Kenyans against one another is, indeed, a post-Independence phenomena. In arguing the case of the power and efficacy of culture in determining the destiny of a society, I have said that we need to change our culture, and that by doing so, we shall be reverting to our truly African culture of integrity.

Corruption is a popular topic in the Pacific Islands. Politicians are accused of it and campaign against it. Fiji’s coup leaders vowed to clean it up. Several countries have “leadership codes” designed to reduce corruption, and others have created specialized anti-corruption agencies. Donors, the World Bank, and NGOs such as Transparency International have made it an international issue. Yet there is often disagreement about what constitutes corruption and how seriously it matters. What some view as corrupt may be regarded as harmless by others. Existing laws have proved difficult to enforce and seem out of step with public opinion, which is often very suspicious of corrupt behavior among island elites. As well as talk there is silence: People fear the consequences of complaining. The dangers of anti-corruption campaigns became apparent during the “cleanup” following Fiji’s 2006 coup. So what counts as corruption in the Pacific and what causes it? How much is really going on? How can we measure it? What types are present? Are gifts really bribes? Is “culture” an excuse for corruption? Is politics—in particular, democracy—intrinsically corrupt? In clear and concise language, this work attempts to answer these questions.
