O objeto do presente estudo consistiu na análise da relação do Poder Executivo com o Poder Legislativo no que tange às vias legislativas, Medida Provisória e Projeto de Lei, e o agendamento de políticas públicas. O objetivo foi identificar diferenças das vias legislativas ? MP e PL ? encaminhadas pelo Executivo ao Legislativo, de acordo com o campo de política pública tratado. Para tanto, a verificação ocorreu no sentido de avaliar os resultados obtidos da comparação entre aprovação, rejeição, modificação e veto das proposições, segmentando-as por áreas temáticas. Embora existam inúmeros trabalhos abordando a relação entre os poderes Executivo e Legislativo, a proposta apresentou-se inovadora por pesquisar a estratégia do Executivo no encaminhamento de suas políticas públicas ao Legislativo. Além disso, o estudo abarcou um período de três mandatos presidenciais, 2003 a 2014, que não foram explorados, ao menos pelas pesquisas bibliográficas feitas até o momento, sob o ponto de vista comparativo de preferências das proposições, MP ou PL do Executivo, no campo das políticas públicas. A metodologia para alcançar essas pretensões consistiu em buscar os dados nos sítios públicos do Congresso Nacional, Câmara dos Deputados e Senado Federal, e comparar os textos normativos propostos pelo Executivo com aqueles aprovados pelo Legislativo, realizando, ainda, apuração do que foi rejeitado e os vetos presidenciais, sempre averiguando os resultados de forma segmentada por tema. Sendo assim, foi possível sondar uma preferência do Governo pelas MPs na área de finanças públicas e orçamento, ainda que tratassem em sua quase totalidade dos créditos extraordinários, enquanto os PLs versaram, em maioria, sobre o tema da administração pública. Outro ponto importante, e talvez o grande achado, diz respeito ao pedido de urgência nos PLs e a forma como se aproximaram dos resultados das MPs, quanto às mudanças operadas no texto final. Explicando melhor, ficou constatado que o pedido de urgência constitucional, que acelera o trâmite dos PLs, determinou alterações no texto em patamares muito próximos dos experimentados nas MPs.
