The study questions whether, after a decade of remarkable progress in trade reform, Latin America and the Caribbean really integrates into the global market, offering a promising rapid growth, and good jobs for its workers. For despite the incidence of the loosely called "knowledge economy", the concern prevails that most countries' rich natural resources, still are the determining factor for exports. Policy recommendations include fostering openness to trade, market access, and foreign direct investment flows, in addition to building human capital, institutions, and public infrastructure, without disregarding the natural advantages. To this end, policymakers should aim at developing educational systems that provide quality education, focused on lifelong learning, and training activities to build human capital. Emphasis should follow on research and development (R&D) incentives, and innovations systems, arguing that countries should experiment with taxation incentives, and subsidies to promote both private, and public investments in R&D, (dependent on the institutional capacity of governments to enforce tax laws, and monitor the quality of investments). Moreover, evidence in this report, suggests that information, and communications technology (ICT) can reduce coordination costs, enabling an effective industrialization, and market access.

This volume presents a completely new and very substantial body of information about the origin of agriculture and plant use in Africa. All the evidence is very recent and for the first time all this archaeobotanical evidence is brought together in one volume (at present the information is unpublished or published in many disparate journals, confer ence reports, monographs, site reports, etc. ). Early publications concerned with the origins of African plant domestication relied almost exclusively on inferences made from the modem distribution of the wild progenitors of African cultivars; there existed virtually no archaeobotanical data at that time. Even as recently as the early 1990s direct evidence for the transition to farming and the relative roles of indigenous versus Near Eastern crops was lacking for most of Africa. This is the second volume in a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam War. This volume details the Marine activities during 1965, the year the war escalated and major American combat units were committed to the conflict. The narrative traces the landing of the nearly 5,000-man 9th Marine Expeditionary Brigade and its transformation into the ΙII Marine Amphibious Force, which by the end of the year contained over 38,000 Marines. During this period, the Marines established three enclaves in South Vietnam’s northernmost corps area, I Corps, and their mission expanded from defense of the Da Nang Airbase to a balanced strategy involving base defense, offensive operations, and pacification. Carrion, or dead animal matter, is an inherent component of aquatic and terrestrial ecosystems worldwide, and is exploited by a wide diversity of organisms from different trophic levels, including microbes, arthropods and vertebrates. Further, carrion consumption by scavengers, i.e. scavenging, supports key ecosystem functions and services such as recycling nutrients and energy, disposing of carcasses and regulating disease spread. Yet, unlike dead plant matter, dead animal decomposition has received little attention in the fields of ecology, wildlife conservation and environmental management, and as a result the management of carrion for maintaining biodiversity and functional ecosystems has been limited. This book addresses the main ecological patterns and processes relating to the generation and consumption of carrion both in terrestrial and aquatic ecosystems. It also discusses a number of conservation concerns and associated management issues, particularly regarding the increasing role of human-mediated carrion in ecosystems. Lastly, the book outlines future research lines in carrion ecology and management, and identifies the major challenges for scavengers and scavenging processes in the Anthropocene.
