A visão era produtivista ou economista, sem se ater aos problemas de deterioração do solo, preocupando-se mais com o imediatismo. Não havia a antevisão do legado da terra às gerações futuras – usar sem depredar. Neste contexto, o Brasil exibe um paradoxo cruel. A partir da "descoberta" dos cerrados, tornou-se celeiro mundial, batendo recordes de produção e produtividade, porém em nada contribuiu para aplacar a fome e, ademais, cresceu a mortalidade infantil. Portanto, a revitalização do São Francisco, centrada na recomposição florestal de suas margens e das respectivas fontes hídricas da bacia hidrográfica é fundamental e prioritária, possibilitando a inversão do processo, o restabelecimento de toda a bacia deteriorada e mutilada pelas ações antrópicas exercidas ao longo do século. Então, está no nosso DNA esse gene destrutivo? Seria tal genoma o responsável pela insensatez do homem sem a preocupação do futuro dos seus descendentes? O único óbice, mas inteligentemente contornado, inclusive com o apoio da sociedade, pela gerência geral do projeto, foi uma tentativa de boicote por aproveitadores da esquerda festiva brasileira, que se viram sem o seu ganho pão político; a invasão de imóveis rurais, iludindo pobres e descamisados trabalhadores rurais.

International institutions and agencies from the Global North are no longer the sole initiators of development norms and best practices. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations -- one based on public policy analysis and international political sociology -- she moves beyond a debate about conventional notions of international power. This book explores the transformation of Brazil and Argentina into two of the world’s largest producers of genetically modified (GM) crops. Systematically comparing their stories in order to explain their paths, differences, ruptures and changes, the author reveals that the emergence of the two nations as leading producers of GM crops cannot be explained by technological superiority of biotechnology; rather, their trajectories are the results of political struggles surrounding agrarian development, in which social movements and the rural poor contested the advancement of biotechnologically-based agrarian models, but have been silenced, ignored, or demobilized by a network of actors in favour of GM crops. Based on rich interview and media material collected amongst activists, the author highlights the importance of political struggles over GM crops not only to debates on agrarian futures and food security, but also as illustrations of the challenges faced by contemporary democracies. An international comparative study, this book raises the question of how social mobilization and rights claims can counter the systemic imperatives of global capitalism and political interests, at a time when regional governments are reliant on commodity booms, whilst globally, governments are obliged to introduce programmes of austerity. Since the 1980s there has been a steady shift from West to East in the international system, economically, politically and culturally.
