This White Paper aims to address the problems that are faced by rural communities which include issues relating to: housing and migration; community strength and services; economy; environment; regional variation; and public concerns. The chief areas of public concern are development issues and modern farming methods. The Government is allocating £1 billion over the next three years to rural programmes in addition to providing increased support for agriculture and the £1.6 billion for the seven year England Rural Development Programme. The paper sets standards and targets covering access to and delivery of public services in rural areas. The targets include services in health, education, libraries and information technology, employment and law. Planning and tax measures are proposed to address the shortage of affordable homes. A major part of the strategy is to make access to services less dependent on travelling but measures to improve mobility and safety are included in this paper. Support for market towns, Rural Development Agency programmes, ICT access and training is aimed at boosting the rural economy but economic development needs to be balanced against protecting the environment and maintaining the countryside as a recreational asset. Working in Europe to reform the Common Agricultural Policy and giving farmers opportunities for diversification are key measures to alleviate the problems faced by farmers. Progress on the White Paper targets will be monitored annually against a set of Headline Rural Indicators and other, more detailed indicators.
