The guide contains ideas, materials, and suggested practices for teachers and administrators in dealing with human rights issues. It is organized into six parts. Part I discusses the human rights concept, its importance in Western democratic society, its legal bases, racism, and school responsibility. Topics include the role of state and educational organizations, and obstacles the school administrator must overcome. Part III deals with methods for increasing teacher competency in human rights.
