In this first overview of the Brazilian republican state based on extensive primary source material, Steven Topik demonstrates that well before the disruption of the export economy in 1929, the Brazilian state was one of the most interventionist in Latin America. This study counters the previous general belief that before 1930 Brazil was dominated by an export oligarchy comprised of European and North American capitalists and that only later did the state become prominent in the country’s economic development. Topik examines the state’s performance during the First Republic (1889–1930) in four sectors—finance, the coffee trade, railroads, and industry. By looking at the controversies in these areas, he explains how domestic interclass and international struggles shaped policy and notes the degree to which the state acted relatively independently of civil society. Topik’s primary concern is the actions of state officials and whether their decisions reflected the demands of the ruling class. He shows that conflicting interests of fractions of the ruling class and foreign investors gradually led to far greater state participation than any of the participants originally desired, and that the structure of the economy and of society—not the intentions of the actors—best explains the state’s economic presence.

This study sheds new light on the Brazilian communist movement and how the specter of the USSR influenced mid-twentieth century Brazilian foreign policy. Between 1918 and 1961, Brazil and the USSR maintained formal diplomatic ties for only thirty-one months, at the end of World War II. Yet, despite the official distance, the USSR is the only external actor whose behavior, real or imagined, influenced the structure of the Brazilian state in the twentieth century. In Brazil and the Soviet Challenge, 1917–1947, Stanley Hilton examines Brazilian policy toward the Soviet Union during this period. Drawing on American, British, and German diplomatic archives and unprecedented access to official and private Brazilian records, Hilton elucidates the connection between the Brazilian elite’s perception of a communist threat and the creation of the authoritarian Estado Novo (1937–1945), the forerunner of the post-1964 national security state. Hilton shows how the 1935 communist revolt generated irresistible pressure for an authoritarian government to contain the Soviet threat; details the Brazilian government’s secret cooperation with the Gestapo during the 1930s and its concomitant efforts to forge an anti-Soviet front in the Southern Cone; and uncovers Brazil’s attempt to build counterintelligence capabilities in neighboring countries.

In November 1916, a young Afro-Brazilian musician named Donga registered sheet music for the song "Pelo telefone" ("On the Telephone") at the National Library in Rio de Janeiro. This apparently simple act—claiming ownership of a musical composition—set in motion a series of events that would shake Brazil's cultural landscape. Before the debut of "Pelo telephone," samba was a somewhat obscure term, but by the late 1920s, the wildly popular song had helped to make it synonymous with Brazilian national music. The success of "Pelo telephone" embroiled Donga in controversy. A group of musicians claimed that he had stolen their work, and a prominent journalist accused him of selling out his people in pursuit of profit and fame. Within this single episode are many of the concerns that animate Making Samba, including intellectual property claims, the Brazilian state, popular music, race, gender, national identity, and the history of Afro-Brazilians in Rio de Janeiro. This book is the first major study of industrialists and social policy in Latin America. Barbara Weinstein examines the vast array of programs sponsored by a new generation of Brazilian industrialists who sought to impose on the nation their vision of a rational, hierarchical, and efficient society. She explores in detail two national agencies founded in the 1940s (SENAI and SESI) that placed vocational training and social welfare programs directly in the hands of industrialist associations. Assessing the industrialists' motives, Weinstein also discusses how both men and women in Brazil's working class received the agencies' activities. Inspired by the concepts of scientific management, rational organization, and applied psychology, Sao Paulo's industrialists initiated wide-ranging programs to raise the standard of living, increase productivity, and at the same time secure lasting social peace. According to Weinstein, workers initially embraced many of their efforts but were nonetheless suspicious of employers' motives and questioned their commitment to progressivism. By the 1950s, industrial leaders' notion of the working class as morally defective and their insistence on stemming civil unrest at all costs increasingly diverged from populist politics and led to the industrialists' active support of the 1964 military coup.
