Qual o impacto do poder nuclear nas relações internacionais? Essa pergunta é respondida em Brasil e Índia no Conselho de Segurança das Nações Unidas (1946-2012) de modo bastante original, com base em extensa pesquisa dos votos e justificativas dos países no principal órgão de segurança coletiva do sistema internacional. Buscando explicar os fatores que impactam nos respectivos comportamentos, a autora procede a uma extensa comparação dos dois casos, incluindo diversas dimensões externas e internas. Enquanto potências médias emergentes, Brasil e Índia compartilham de várias características comuns, mas divergem no que diz respeito à posse do artefato nuclear e aos desafios geopolíticos regionais. Originalmente, a hipótese era que a Índia exibiria maior autonomia no Conselho por ser uma potência nuclear. A análise revela, contudo, o achado mais significativo do estudo: o contexto do uso do poder importa tanto quanto o poder em si, e, no caso em pauta, o poder nuclear da Índia não tem impacto significativo sobre seu grau de liberdade nas decisões do Conselho. Com base no conceito de microlateralismo — desenvolvido pela autora neste livro — e na análise do desenho institucional que garante o poder de veto aos membros permanentes, a autora conclui que o risco do veto aumenta o custo político da oposição dos membros não permanentes, condição que neutraliza a diferença entre Brasil e Índia perante a lógica negociadora do Conselho. The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility. Violence or the potential for violence is a fact of human existence. Many societies, including our own, reward martial success or skill at arms. The ways in which members of a particular society use force reveal a great deal about the nature of authority within the group and about its members' priorities. Martha Finnemore uses one type of force, military intervention, as a window onto the shifting character of international society. She examines the changes, over the past 400 years, in why countries intervene militarily as well as in the ways they have intervened. It is not the fact of intervention that has altered, she says, but rather the reasons for and meaning behind intervention—the conventional understanding of the purposes for which states can and should use force. Finnemore looks at three types of intervention: collecting debts, addressing humanitarian crises, and acting against states perceived as threats to international peace. In all three, she finds that what is now considered "obvious" was vigorously contested or even rejected by people in earlier periods for well-articulated and logical reasons. A broad historical perspective allows her to explicate long-term trends: the steady erosion of force's normative value in international politics, the growing influence of equality norms in many aspects of global political life, and the increasing importance of law in intervention practices.
