In the 1960s and 1970s, Third World governments prescribed and imposed a certain kind of journalism variously called 'objective' journalism or 'development journalism'. They understood this as journalism restricted to reporting 'facts' as dished out by their propagandists and did not tolerate the questioning of government policy. By 'development journalism', they meant the mere reporting of government efforts to provide services, amenities and infrastructures and the singing of praises anytime a bridge was inaugurated, irrespective of whether it was well-built or whether the contract to build was awarded according to the norms of transparency and probity. This one-sided journalism was prevalent especially in state-owned media and media practitioners in the few private news publications that existed who did not toe the line were subjected to constant harassment and incarceration. However, with the coming of well-trained journalism graduates into the scene in the 1970s and the advent of global liberalization in the late 1980s and 1990s, daring journalists like Sam-Nuvala Fonkem thought it was time to take the bull by the horn and start taking a more critical look at government pronouncements, matching policy statements with real action in the field; in short, moving from 'objective' journalism to interpretative and investigative journalism. This collection of Sam-Nuvala Fonkem's writings is a sampling of the fruit of that new spirit to dare where angels hitherto feared to tread, to hold public officials to account and to expose the falsehood cached behind the political masquerade of the ruling class.

2021 Special Edition of the American Educational History Journal (The official journal of the Organization of Educational Historians) The American Educational History Journal is a peer-reviewed, national research journal devoted to the examination of educational topics using perspectives from a variety of disciplines. This Special Edition of the American Educational History Journal entitled, Snapshots of Educational History: Portraits of the 21st Century Pandemic, is the first special issue in the history of AEHJ. The word, “unprecedented” has literally been used thousands of times during 2020 by news outlets, in our work environments, and in our daily lives. And indeed, the global pandemic has killed over 600,000 in the United States alone at the time of this writing. The public health crisis shut down everything as we knew it. Captives of sheltering-in-place, scores of incidents displaying horrific police brutality against people of color streamed live on airwaves north, south, east, and west, begetting civil unrest across the country. These are circumstances unlike any we have experienced in our lifetimes. As historians, it is critical that we document this time of crisis so that generations to come can bear witness to this time of turmoil and tragedy. With these ideas in mind, the American Educational History Journal sought to hear from historians and other scholars about this unique and devastating time in our country’s history. The Journal honors the traditions of oral history and narrative storytelling as a means to gather the voices of those whose lives have been touched by the COVID-19 crisis, literally everyone around the globe. This special issue deviates a bit from traditional AEHJ requirements in that we specifically invited narratives, not be full-blown historical research studies. The point of this special issue is for authors themselves to serve as the archival material that will benefit future scholars interested in understanding what it meant to live through this health catastrophe while doing the work of educators. This report is a follow-up to the Merits of Statutory Instruments Committee 29th report, session 2005-06 (HL Paper 149-I, ISBN 9780104008409). The earlier report set out some recommendations on how the process of making secondary legislation could be improved, and this report examines that progress. Statutory Instruments (SIs), often described as secondary legislation, are the means by which government departments implement the policy measures laid down by Acts of Parliament (primary legislation). There are approximately 1200 SIs laid for parliamentary proceedings each year. The Committee believes that Government Department's still need to do more to improve the planning and quality of SIs and the policy delivered through them, such a step would help in the Committee's process of scrutiny, as well as easing the impact of such legislation on stakeholders. The Committee further invites the Government to consider the timing and cumulative impact of SIs on those regulated and that Department's should pay more attention to the strategic planning of SIs, especially those delivering a policy set by a new Act. Also the Committee states that more resources should be devoted to the consolidation and simplification of secondary legislation so that the law is clearer and more accessible. The Committee does welcome the new format of Impact Assessments (IAs) which should be provided for key measures affecting public and voluntary sectors. Every SI or its Explanatory Memorandum should clearly express its policy objective and how the success is to be measured and evaluated. Each Department is responsible for its own secondary legislation and the Committee invites each Secretary of State to ensure that senior management systematically checks the quality of such legislation.

The 2010 World Bank Entrepreneurship Snapshots (WBGES) provide a unique indicator of business creation around the world and facilitate the investigation of the factors that foster dynamic private sector growth. Now in its fourth year, the WBGES measure entrepreneurial activity in 115 developing and industrial countries over the six year period 2004-2009. Importantly, the data offer a distinctive and timely snapshot of the impact of the 2008-2009 financial crisis on entrepreneurial activity. There is wide variation in new business creation across countries: On average, about four new firms register every year for every 1,000 working age individuals in industrialized countries, while there is less than one new firm registered in low and low middle income countries. The data show that dynamic business creation occurs in countries that provide entrepreneurs with good governance, a strong legal and regulatory environment, and reduced red tape. The data also show that nearly all countries experienced a sharp drop in business entry during the crisis. However, industrialized countries experienced the crisis more quickly and more severely than other income groups. In addition, the degree to which the crisis impacted new firm creation is correlated with measures of crisis severity. Finally, we find that countries in which financial markets play a larger role in the domestic economy experienced sharper declines in new business registrations as a result of the crisis that paralyzed financial markets. These results can guide effective policymaking and deliver new capabilities for identifying the impact of reforms.
