Author's abstract: Despite declarations of war from several Latin American nations, The Brazilian Expeditionary Force was the only representative from the region to contribute to Allied combat operations on the European continent. The first contingent of men sailed from Rio de Janeiro on July 2, 1944, one year later, after more than two hundred days in continuous contact with enemy forces in northern Italy, the febianos (Footnote 1) returned to Brazil as national heroes. Brazil's wartime alliance with the United States was a calculated risk. Brazilian President/Dictator Getulio Dornelles Vargas and his advisors believed the alliance would guarantee Brazil the economic assistance it needed to industrialize its economy and provide the weapons necessary to transform the weak Brazilian military. The FEB was one of many instruments Vargas utilized to enhance Brazil's international position. As Letícia Pinheiro, a professor at the Institute of International Relations of the Catholic University of Rio de Janeiro (PUC-Rio) explained, "The FEB was the core of a political project to strengthen the Armed Forces and provide Brazil with a globally prominent position as an ally of the United States." (Footnote 2) Vargas and his Foreign Minister Oswaldo Euclydes de Sousa Aranha were aware of recent Brazilian history. They knew that although Brazil declared war on the central powers in 1917, it did not send troops to Europe. In the 1920s consequently, Brazilian efforts to secure greater international prestige never blossomed; in 1926, a frustrated Brazil withdrew from the League of Nations. In his latest book the author of A Sharp Seasoning of Truth proposes a little known organizational system to be used by developing democratic nations to solve deep-rooted non-combat military problems centered on questions of loyalty or allegiance and civil-military relations, as well as the traditional problems of corruption, despotism, nepotism, mutiny, desertion, morale, and soldier-dependent social welfare needs. The basic concept of polwar originated with the Russian commissar system, giving the political cadre absolute control over the communist revolutionary armed forces, thus making them a decisive tool for the preservation of the communist party’s power. In 1924, the concept was introduced in China by Russian advisors, and later was revised and has been used to the present time by both the Communist Chinese and the Nationalists in forms modified to conform to their respective ideologies. In the late 1960s the US Military Assistance Command, Vietnam, attempted, unsuccessfully, to superimpose a polwar system, based upon the Chinese Nationalist model, in the Republic of Vietnam Armed Forces. It proved impossible to do this while the war continued to rage. Politano suggests that now, a U.N. agency could be established for teaching and assisting to institute polwar systems in the armed forces of developing nations at the host country’s request. And he states with conviction: “All they [the host nation], would have to do is ask for my assistance, and I’d go, as long as I still were able to provide it.”

This monograph explores the problem of mission creep. The trend toward ethnic and regional unrest has characterized the world security environment since the breakup of the former Soviet Union. The U.S. has struggled to find its place in the new world order. As a result US military forces have increasingly found themselves involved in various operations other than traditional warfare. Often the political aims of these operations are difficult to identify and translate into military operational objectives and end states. Worse yet, the political aims themselves are prone to rapidly shift and evolve from those originally intended, leaving the military commander the difficult task of catching up with policy or even guessing at the political objectives. This uncertain environment sets the conditions for the delinkage between the political goal and military operations which may result in disaster. The monograph examines US operations in Somalia to provide the data for the analysis in order to determine the factors which contribute to mission creep. Examining US-Somalia policy from 1992 (Operation Restore Hope) to Oct. 1993 (United Nations Operations in Somalia II) this monograph analyses the evolution of national policy objectives and the military and political operations undertaken to achieve those objectives. An analysis of operational and tactical objectives and end states as well as military methods determines the factors which contributed to the failed US involvement in UNOSOM II. In addition, the monograph identifies the Somali geo-political, historical, cultural, and economic factors which influenced US operations. This monograph concludes that contradictory and uncoordinated national strategy and political policy resulted in poor operational planning and execution. There were also significant factors at the operational level which contributed to the failed US intervention.
