Political trust matters for citizens' policy preferences but existing research has not yet considered whether this effect depends on how policies are designed. To fill this gap, this article analyses whether and how policy design and political trust interact in shaping people's policy preferences. We theorise that policy controls such as limits and conditions can function as safeguards against uncertainty, thereby compensating for a person's lack of trust in political institutions in generating support for policy provision. Focusing on the case of public preferences for asylum and refugee policy, our empirical analysis is based on an original conjoint experiment with 12,000 respondents across eight European countries. Our results show that individuals' trust in the political institutions of the European Union has a central role in the formation of their asylum and refugee policy preferences. Individuals with lower levels of political trust in European institutions are less supportive of asylum and refugee policies that provide expansive, unlimited, or unconditional protection and more supportive of policies with highly restrictive features. We also demonstrate that even politically distrusting individuals can systematically support policies that provide protection and assistance to refugees if there are limits or conditions on policy provision. We conclude by discussing the relevance of our findings to theoretical understandings of the role of political trust in the formation of individuals' policy preferences.

Contextualizing the regulation of human mobility in a new security framework, this book offers an original perspective on the dominant mode of politics and evolving norms shaping the immigration policies of contemporary liberal states. In doing so, the authors challenge existing paradigms that privilege economic and cultural factors over new security ones in explaining the critical institutional and normative changes in migration management, from the early post-WWII through the post-Cold War era. Drawing on evidence from multiple sources, including media and elite discourse, policy tracking, party manifesto data and public opinion across Europe and the US, the book exposes the restrictive nature of immigration politics and policies when immigration is framed as a security threat, and considers its implications for civil liberties. Informed by a rich breadth of scholarly sub-disciplines, the findings contribute both empirically and theoretically to the literatures on international migration, security and public opinion.

Across countries and time, asylum-seekers and refugees have been represented in a variety of ways. In some representations they appear negatively, as dangers threatening to ‘over-run’ a country or a region with ‘floods’ of incompatible strangers. In others, the same people are portrayed positively, with compassion, and pictured as desperately in need of assistance. How these competing perceptions are received has significant consequences for determining public policy, human rights, international agreements, and the realization of cultural diversity, and so it is imperative to understand how these images are perpetuated. To this end, this volume reflects on museum practice and the contexts, stories, and images of asylum seekers and refugees prevalent in our mass media. Based on case studies from Australia, New Zealand, and the United Kingdom, the overall findings are illustrative of narratives and images common to museums and the media throughout the world. They aim to challenge political rhetoric and populist media imagery and consider what forms of dissent are likely to be sustained and what narratives ultimately break through and can lead to empathy and positive political change.

This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe. These latter countries, having barely made a mark on EU policies, are now facing significant difficulties in implementing them. The EU will only identify potential solutions to the crisis, the author concludes, when it takes these disparities into account and establishes a functioning common refugee policy. This novel work will appeal to students and scholars of politics, immigration and asylum in the EU.
