This study traces the activities of the European Commission in the natural gas sector from 1990 to 2016, by concentrating on market liberalisation and infrastructure development as the main pillars of the European gas security architecture. By building on previous literature, the Commission's policymaking is analysed along its formal and informal powers in different energy security environments. In order to get a better understanding of the European energy market context, the reader is introduced into the historical development of the European energy policy in Chapter 2 and the literature on the European Union policymaking in Chapter 3. The analysis of the Commission's activities in the liberalisation (Chapter 4) and infrastructure (Chapter 5) sectors suggests that the Commission was able to effectively utilise networked governance during times when the demand for coordinated energy policies was low. This book will be of particular interest to those in the field of energy policies as well as EU policymaking.

A strongly interconnected network of gas pipelines has been developed inside and around Europe, and the liquefied natural gas (LNG) trade has also expanded rapidly. On the demand side, the ambitious EU de-carbonization targets have led to an unprecedented uncertainty of the EU future gas demand. Sandu-Daniel Kopp investigates whether carbon reduction targets are compatible with market-driven competition in gas (and power) industries, and whether security of supply is compatible with competitive markets. He examines the policy trade-offs which need to be made between the three different elements, and whether these policy judgements should be economically or politically based. The analysis shows the need for a complex set of politically determined options to protect (competitive) markets from price risks and emergency events and demonstrates that this has thus far failed the policy test. Overall, the author argues that the three major elements of EU energy policy are incompatible in important respects and thereby challenges much of the conventional wisdom of EU and Member State policies of the past decade.

The Directorate C for Energy, Mobility and Climate of the European Commission Joint Research Centre (JRC) have organised together with the Energy Community a comprehensive training on "Methods for the implementation of the Regulation (EU) 2017/1938 on Security of Gas Supply and other related Regulations". This training was held in Vienna, Austria, on 24-25 April 2023. The objective of this training course, is to provide interested experts and organisations with the methods needed to implement the regulation. Specifically, the course provides practical guidelines to elaborate three important documents stemming from this regulation: the Risk Assessment, the Preventive Action Plan and the Emergency Plan. As a distinctive feature compared to previous edition, a description of the recently adopted regulations related to security of gas supply in the European Union has been discussed. The training is very timely given that the Energy Community Contracting Parties should submit their respective Risk Assessments by 1 January 2024.

This article, presenting a wide range of issues related to the role of Turkey in the new Mediterranean, aims to provide a comprehensive framework of understanding of the growing strategic relevance of Turkey for both the European Union and the overall Euro-Mediterranean region. In particular, the article focuses on the EU-Turkey energy relations and outlines the crucial role of natural gas in enhancing energy cooperation between the two players. In 2010 about 80% of EU gas imports derived from only three suppliers: Russian Federation, Norway and Algeria. This heavy dependence on such a few suppliers stimulated the European Commission to make the concept of diversification a cornerstone of its energy policy and to launch the concept of the Southern Gas Corridor, an initiative aimed to develop a natural gas transit corridor from Caspian and Middle Eastern gas-rich regions to Europe, in order to ease the dependency on the natural gas imported from the Russian Federation. An initiative that could shift of the "center of gravity" of the regional gas transit from the north to the south of the Black Sea, allowing Turkey to become a key transit country in the future European gas market; a pivotal element in the European gas security of supply architecture. Furthermore, the article also considers the enormous renewable energy potential of Southern and Eastern Mediterranean Countries, to which Turkey could greatly contribute in terms of technology transfer and manufacturing know-how. Turkey's involvement in the Union for the Mediterranean offers a great opportunity for energy cooperation both between the EU and Turkey and within the overall Euro-Mediterranean region. Such large-scale renewable energy projects could greatly contribute to the economic development of the overall Mediterranean region, and also to its social and political stability.
