Na verdade, quando essa afirmação é exposta, os membros de uma sociedade precisam saber que até essa convicção integrar o cotidiano de uma comunidade, muitas pessoas foram sacrificadas, muito sangue jorrou e lutas foram travadas. Em homenagem a estes, anônimos ou não, essa recordação é registrada tendo como objetivo assinalar, valorizar e incentivar a leitura deste livro que chega às nossas mãos fruto do brilhantismo, dedicação, sensibilidade e compromisso pessoal, profissional e acadêmico do Paulo que, por um período de dois anos dedicou parte da sua rotina para vencer os desafios de uma pesquisa acadêmica. A qualidade de uma pesquisa de mestrado é avaliada sob diferentes aspectos: formal, integração com as linhas de investigação da universidade, coerência interna, relevância e contribuição com a evolução do conhecimento, dentre outras dimensões. Até este momento, tanto uma pesquisa exclusivamente teórica, quanto associada à realidade social não diferem e possuem mérito igual. A temática abordada pelo Paulo preenche estes requisitos de forma satisfatória. Então, onde está o brilho ou a importância que merecem nossa consideração, apreço e destaque? Certamente está na opção inicial de olhar com especial atenção para aqueles sujeitos de direito que durante a história da humanidade foram classificados como excluídos, sobras, desgraças, endemoninhados, incuráveis e tantos outros adjetivos. Mais ainda, foram excluídos da convivência familiar, comunitária e social por meio de confinamentos impostos pela cultura, pelo medo, pela falta de esclarecimento, pelo preconceito, pelas escolas, pelos hospitais, pelas religiões e pela ausência da sensibilidade e do cuidado humano que todos os humanos necessitam antes de serem evidenciadas as suas peculiaridades. O olhar preocupado e disposto a vencer barreiras, internas e externas, que motivou este estudo voltado aos seres humanos internados em Hospitais Psiquiátricos, especialmente no Estado do Maranhão no Hospital (Nina Rodrigues), avaliando a política pública orientada pela Lei (citá-la), integrada à Constituição Federal de 1988, evidencia o esforço de conjugar teoria e prática e buscar na pesquisa acadêmica, mais do que um apelo, as condições para alimentar o ideal e o sentido da vida. Afinal, a vida tem sentido quando consegue superar as barreiras do individualismo e as resistências que nos encarceram na mediocridade do mundo visto apenas de um ponto de vista. O tema que envolve o sofrimento das vitimas de distúrbios psiquiátricos, ao ser investigado, supõe a opção interior e a consciência do compromisso social. O leitor encontrará essa dimensão em todo o desenvolvimento. Associado a isso estão três aspectos de igual importância, porém com tipificações diferenciadas e especial destaque.
