This title was first published in 2000: This work examines the hemispheric diplomacy after the Summits of the America in Miami (December 1994) and Santiago (April 1998), focusing on the strengthening of the South American position in the FTAA negotiations and the Brazilian proposal for a South American Free Trade Area (SAFTA). The book also looks at the implications of the preceding analysis for regional integration theory and international relations theory. The conclusion looks beyond "open regionalism" and considers three scenarios for US-South American relations after the Santiago Summit. First reassertion of US hegemony and signing of an FTAA agreement on schedule, second, erosion of US hegemony but continuing negotiations between North and South America for a "distant" FTAA, and finally, breakdown of the FTAA negotations and emergence of SAFTA as an alternative to the FTAA.

Incorporating intermediate inputs into a small-union general-equilibrium model, this paper first develops the welfare economics of preferential trading under the rules of origin (ROO) and then demonstrates that the ROO could improve the political viability of Free Trade Agreements (FTAs). Two interesting outcomes are derived. First, a welfare reducing FTA that was rejected in the absence of the ROO becomes feasible in the presence of these rules. Second, a welfare improving FTA that was rejected in the absence of the ROO is endorsed in their presence, but upon endorsement it becomes welfare inferior relative to the status quo.

Reproduces from their original publication 30 studies that work within a theory of economic integration that assumes a world where governments strive to maximize national income, which not all theories do. They do not include examples of the current research on the political economy of integration. The discussions are cast in terms of trade of goods, but the ideas should transfer easily to trade in services. They cover trade diversion and creations and the general theory of second best, tariff changes and welfare, optimum tariffs and retaliation, tariff reform, integration and national welfare, customs union welfare, world welfare, customs unions versus free trade areas, integration and sidepayments, and integration and growth. The topics include customs union from a single-country viewpoint, trade and welfare in general equilibrium, a theory of piecemeal policy, inter- commodity substitution with constant real prices, delegation games in customs unions, the move toward free trade zones, and measurable dynamic gains from trade. There is no subject index. Annotation copyrighted by Book News, Inc., Portland, OR

Until NAFTA, analyses of preferential trading arrangements began by assuming a customs union with a common external tariff, and the differences between customs unions and free trade agreements (FTAs) have been little analyzed. This paper points to some of the differences between FTAs and customs unions, and shows that on welfare grounds a customs union is always Pareto-superior to an FTA. Moreover, the political economy of FTAs will lead to more opposition to further multilateral trade liberalization than will customs unions.
