The name “Kurdistan” has a long and curious history but it did not become politicized or contentious until the 20th century, particularly after the breakup of the Ottoman Empire and the emergence of new states that incorporated Kurdistan – understood as the “land of the Kurds” – in their new borders. Today the term has received renewed attention as it no longer just signifies an innocuous geographical term or a nationalist dream; it is the name of the political entity in northern Iraq that has many features of statehood but is not, in fact, a state. The Kurdistan Region of Iraq (KRI) is a curious entity indeed; it looks like a state, it acts like a state, but it is not certified as a state through international recognition. The KRI’s current “state capacity” has been the result of a determined state-building project that began nearly two decades ago, and yet it remains somewhere between state and statelessness. Is it in the process of forging an alternative kind of polity? This question has consumed not only the governments of Iraq, Turkey, Iran and Syria – the four main states who house most of the 30 million Kurds who refer to themselves as “a nation without a state” – but also the wider world. The obvious questions that loom large in the minds of many are: what do the Kurds want? What are they really building in northern Iraq? What would an independent Kurdistan look like? Is independence what Kurds seek? If Iraqi Kurdistan seceded from Iraq, what would this mean for Kurds outside of its borders? What would happen to the rest of Iraq? These are certainly pressing questions and there have been many insightful responses in recent years. However, more interesting is how the Kurdistan Regional Government (KRG) is working to sell its very unique state-building project to the rest of the world in its bid to gain international recognition of and support for its venture. This paper analyses the KRG’s marketing campaign, waged not only through the usual diplomatic (or para-diplomatic) channels, but also via the Internet and through its novel development of what can only be described as “nationalist infomercials.” This performative aspect of state-building (literally acting out the state in an attempt to sell sovereignty) may represent both old and new chapters in the history of nationalist movements, but ones that have not yet been adequately theorized. This paper examines the question of a potential Kurdistan through a new lens of analysis that explores not simply the cold, hard struggle for sovereignty, but the softer “para-diplomatic” performances acting as the creative energies that market these struggles to the international community.

Since the Arab Spring, Arab states have become the new front line in the struggle for democratization and for open societies. As the experience of other regions has shown, one of the most significant challenges facing democratization relates to minority rights. This book explores how minority claims are framed and debated in the region, and in particular, how political actors draw upon, re-interpret, or resist both the new global discourses of minority rights and more local traditions and practices of co-existence. The contributors examine a range of pre-colonial, colonial, and post-colonial factors that shape contemporary minority politics in the Arab world, and that encumber the reception of international norms of multiculturalism. These factors include the contested legacies of Islamic doctrines of the `dhimmi' and the Ottoman millet system, colonial-era divide and rule strategies, and post-colonial Arab nation-building. While these legacies complicate struggles for minority rights, they do not entail an `Arab exceptionalism' to global trends to multiculturalism. This volume explores a number of openings for new more pluralistic conceptions of nationhood and citizenship, and suggests that minority politics at its best can serve as a vehicle for a more general transformative politics, supporting a broader culture of democracy and human rights, and challenging older authoritarian, clientalistic, or patriarchal political tendencies. The chapters include both broad theoretical and historical perspectives as well as more focused case studies (including Western Sahara/Morocco, Algeria, Israel/Palestine; Sudan; United Arab Emirates, and Iraq).

The UAE sits astride an uncomfortble dilemma in terms of national development and international profile. It seeks to be a regional and global power, both economically and politically, and to achieve this it needs to diversify and become less reliant on a workforce that is made up predominantly of expatriates, many of whom are employed because they have a level of education unavailable among the general citizenry. Alongside a rapid growth in public services and private commerce, education is a stated national priority, with the Ministry of Education setting out in its vision that education should achieve “enduring development for the community.” The UAE higher education sector is growing at an astonishing rate. However, the apparent dilemma results from the call for a rapid growth in educational provision, alongside the desire to produce a functioning and accessible education system in a relatively short time-frame. The UAE is a ‘consumer’ of educational practice, a nation that has a history of buying in the educational models and expertise it requires, as opposed to the lengthier, but possibly better suited, process of building an indigenous education system from the ground up. Developing a truly indigenous and new system to fit the needs of neophyte states – although laborious, expensive and problematic – does allow a nation to mold specifically the needs of the country with the educational systems developed. However, the UAE, through the model of ‘borrowing’ systems and expertise, was able to ‘kick-start’ the development of education in the country, greatly decreasing the time needed to establish formal educational structures. Such a situation may open up questions as to the suitability and efficacy of a predominantly imported educational provision for the indigenous population. The UAE, as a relatively new and emerging economy, has the funds and support of the national leadership to actively pursue and seek educational systems and practices that will advance development and competitiveness. To exam how globalized structures influence education in the UAE and beyond, there needs to be an understanding and awareness of the context in which the education sector functions today. As global economic forces and the labor needs of societies change, then accountability, control and governance of education becomes a contested area of public policy. However, what can be seen is that education is gaining in prominence in the public policy arena, with governments and politicians realizing that in order to be globally competitive, education must produce a skilled and efficient national workforce, placing education firmly in the realm of human capital theory and policy.

The Kurdish-Iraqi conflict lies in the fact that Kurdistan is a nation-without-a-state and Iraq is a non-nation state, each possessing a nationhood project differing from and opposing the other. Iraqi-Kurdistan is an outward looking entity seeking external patronage. Though external patronage has played a pivotal role in the evolution of the Kurdish quasi-state, a lack of positive patronage has prevented it from achieving independence. This book looks at how the Kurdish and Iraqi quests for nationhood have led to the transformation of Iraqi Kurdistan into an unrecognised quasi-state, and the devolution of the Iraqi state into a recognised quasi-state. This is done by examining the protracted Iraqi-Kurdish conflict and by analysing the contradictions and incompatibilities between the two different nationalisms: Iraqi and Kurdish. The author explains that Kurds as a nation without a state have their own nationhood project which is in opposition to the Iraqi nationhood project. Each has its own identity, loyalty and sovereignty. The book answers the question as to how the Kurdish quest for nationhood has been treated by successive Iraqi regimes. Furthermore, it fills in the literary gaps which exist in relation to the Iraqi-Kurdish conflict by specifying and categorising the cardinal conditions that drive ethnic and nationalist conflicts which lead to the creation of separatist entities. Drawing upon a vast amount of untapped Kurdish and Arabic primary sources, the book draws on prominent theories on nation-states and quasi-states. It will particularly appeal to students and scholars of international relations, political theory and Middle Eastern Studies.
