Because of a combination of external factors and domestic policy failures, Colombia experienced a sharp increase in Informal activities over the last twenty years. The large share of domestically owned assets that are outside or on the margins of the formal economy caused a significant structural distortion in capital markets. In this paper we present an initial analysis of the potential negative economic effects of this distortion. We argue that the incomplete property rights of these Informal assets generate a series of negative outcomes, amongst which: rent seeking, diluted rates of returns in legitimate activities, insufficient domestic and foreign savings, fiscal failure and a general bias against tradeables. Because all of these reasons, Colombia is contending with a variety of undesirable social economic and social trends and cannot realize its economic potential. Our proposal to overcome this problem is centered on a normalization of the status of all domestically owned assets, allowing them full property rights and participation in the formal economy. Such a one-time amnesty would greatly facilitate the country's transition to more sustainable and balanced economic growth and modernization.

Back in the early 1990s, economists and policy makers had high expectations about the prospects for domestic capital market development in emerging economies, particularly in Latin America. Unfortunately, they are now faced with disheartening results. Stock and bond markets remain illiquid and segmented. Debt is concentrated at the short end of the maturity spectrum and denominated in foreign currency, exposing countries to maturity and currency risk. Capital markets in Latin America look particularly underdeveloped when considering the many efforts undertaken to improve the macroeconomic environment and to reform the institutions believed to foster capital market development. The disappointing performance has made conventional policy recommendations questionable, at best. 'Emerging Capital Markets and Globalization' analyzes where we stand and where we are heading on capital market development. First, it takes stock of the state and evolution of Latin American capital markets and related reforms over time and relative to other countries. Second, it analyzes the factors related to the development of capital markets, with particular interest on measuring the impact of reforms. And third, in light of this analysis, it discusses the prospects for capital market development in Latin America and emerging economies and the implications for the reform agenda.

This 2020 Article IV Consultation with Colombia highlights that with the disruptions associated with the coronavirus disease 2019 pandemic and with lower oil prices, real gross domestic product (GDP) is projected to contract by 2.4 percent in 2020. In the near term, disruptions associated, directly and indirectly, with the pandemic are expected to generate a recession of -2.4 percent in 2020. Weaker domestic demand from the shutdown efforts is expected to partially offset lower external demand and commodity prices, such that the current account deficit is projected to rise to 4.7 percent of GDP. In the wake of exceptional shocks and risks, recent monetary easing is welcomed by the IMF and accommodation should continue to support the economy if underlying inflation and inflation expectations remain moderate. Continued liquidity support should be provided as required, and available capital buffers in the banking system should be used as needed. All available space under the fiscal rule can be used to meet unforeseen health expenditures and for countercyclical spending to further support the economy through recession.

If poorly planned, they can also lead to environmental degradation. Solutions to these problems must be found--solutions that are technically feasible, sustainable, environmentally appropriate, and acceptable to the people who are resettled. This paper explains how the planned, integrated development of fishery ecosystems in reservoirs not only can mitigate the negative social consequences of dam construction, but also can enhance the economic benefits from hydropower and irrigation projects in many developing countries. The paper draws on the success of fish farming efforts in the Saguling and Cirata reservoirs in Java, which attests to the potential for creating employment in reservoirs that are in place and under construction around the world.

This paper examines the Third Review Under the Extended Arrangement for Colombia. Considerable macroeconomic stabilization has been achieved under the program. Inflation has been reduced, fiscal consolidation has advanced, the exchange market has remained orderly, and significant structural reforms have been implemented, albeit with some slippages. The 2002 program calls for a reduction in inflation to 6 percent, maintenance of a strong external position, and a further strengthening of the public finances to gain better control over the public debt dynamics and help lay the ground for a robust recovery of activity in the private sector.
