Excerpt from A Reform for the Civil Service The reform of the Civil Service, by which I mean those reforms which will place it in a permanent state of efficiency, is a question which must necessarily become more and more urgent. On the one hand our administrative obligations have increased at an unprecedented rate - witness, amongst others, the Ministries of Education, Health and Pensions - on the other, our financial resources have diminished. If I employ one gardener at a salary of 3 per week, and receive from him work to the value of 2 10s. per week, my weekly loss is 10s. But if I employ three gardeners on the same terms, my loss rises to 1 10s. If we admit, then, as we must do, that the Civil Service is not efficient, we must also admit that the wastage has become vastly more serious with the increase in the number of our Departments. Excerpt from Fighting the Spoilsmen: Reminiscences of the Civil Service Reform Movement We have laid our hands on the barbaric palace of patronage and have written 'mene. Mene, ' upon its walls, nor will it be long, as I believe, until they are laid in the dust. A kingly spirit and a vision clear, A prophet's prescience and a statesman's mind, A face to win us and a smile to cheer, A heart that glowed with love of humankind! His voice was music and his words were song, His ways were gentle but his reason just, Quick to discern the right and scourge the wrong, And him we followed with unfaltering trust. He wrote his Mene, mene, on the wall, Then passed, and 10! Before our eager eyes The Spoilsman's palace crumbles to its fall And on the ruins goodlier mansions rise. Too soon his voice grew silent, yet its thrill Along the cliffs of memory echoes still! About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Civil-Service Reform in the New York Custom-House Mr. John M. Comstock, Deputy Naval Officer and Recording Secretary of the Board of Examiners in the New York Custom House, says As an experiment the competitive examinations have been eminently successful. We have had only local exami ners we have had the benefit of no perfected system we have been hampered in our action; yet the improvements in couse quence of the examinations have astonished us. The new clerks are abler men than those who were appointed under the old regime; they are more ambitious to rise, and their example has acted as a leaven to increase the efficiency of the whole depart ment. The new system has made the officers more efficient and manly, and has raised the moral tone of the whole force. I do not wish it to be inferred that excellent men have not entered the service under the old system but it is certain that the entrance of such men must be regarded as the result of accident. At present there are public servants in the custom-house, with salaries amounting to per annum. Of these, with salaries amounting to are appointed on competi tive examinations. In the remaining are comprised the col lector, deputy collectors, naval officer, deputy naval officers, sur veyor, appraisers, engineers, ushers, laborers, etc. The following is the list of officers who were under the examination rules in October, 1880.
