Criado pelo Banco Mundial, no bojo das políticas neoliberais de ajuste estrutural e adotado pelo Estado brasileiro na década de 1990, o modelo de "reforma agrária" de mercado foi a maior ação institucional visando a contenção das tensões sociais no campo por meio da desmobilização e da desqualificação dos movimentos sociais de luta pela terra. A implementação de programas como o Banco da Terra promoveu: 1) a expansão do capital financeiro no campo; 2) o aquecimento do mercado de terras e da especulação; 3) inaugurou uma nova modalidade de recriação do campesinato, protagonizada pelo mercado; e 4) elevou ao máximo o conflito entre a lógica capitalista da propriedade privada (terra de negócio) e o significado da terra na concepção camponesa (terra de trabalho). Este livro analisa, portanto, a inserção do modelo de "reforma agrária" de mercado nos municípios de Londrina e Tamarana, localizados na região Norte do estado do Paraná, por meio do estudo da produção do espaço agrário dos dois municípios e da avaliação das políticas de desenvolvimento rural propostas pelo Banco Mundial. Além disso, por meio da análise das relações – como a sujeição da renda camponesa da terra ao capital, a reprodução social e material das famílias assentadas e os conflitos existentes no interior das diferentes formas de sociabilidade dos camponeses – foi verificada a completa inviabilidade dos assentamentos rurais criados a partir dos programas neoliberais.
